Belgian National Railway (known as NMBS/SNCB) is a limited company governed by public law. On behalf of the Belgian State, it carries out its public service obligations, mainly for the domestic transport of passengers and maintenance of the infrastructure. The problem was that the NMBS/SNCB structure is organized in independent units each with their own domains.
