Introduction In view of increasing contact between Mainland China and Hong Kong, the Chief Executive CY Leung expressed that he agreed with relaxing travel restrictions for Mainland visitor. Despite that, due attention has to be paid to the city’s capacity to receive more visitors, and the number of visitors needs to be adjusted according to actual situation. Mr Leung announced that Mainland authorities have considered the situation and agreed to put on hold the plan to issue multiple-entry permits to its non-permanent Shenzhen residents. Before putting in place the plan, the Mainland authorities will closely coordinate and collaborate with the Hong Kong Government in assessing the city’s capacity to receive more visitors. Since the introduction of the “Individual Visitors Scheme” in July 2003, the Hong Kong Government has gradually relaxed its visa restrictions for the Mainland visitors, having regard to their needs. With the coming of more Mainland visitors, interaction between people of both sides also increase, causing multi-faceted impact on political, social, economic and culture aspects. (Cont’d)
Introduction For example, the consumption of Mainland visitors in Hong Kong helps boost the city’s economic growth. However, the cultural differences between the two parties also lead to misunderstanding and even conflicts; and allocation and use of resources is always one of the factors triggering conflicts between the two sides. The issue of whether visa restrictions for Mainland visitors should be relaxed has been a controversial one as it involves different stakeholders with different opinions and stance. How to achieve a win-win situation of protecting Hong Kong people’s interests on the one hand, and fostering integration between the two sides on the other is an issue worthy of probing and enquiry.
