Jan Kerosene Pariyojana (JKP) Scheme for Distribution of PDS Kerosene at Block Level Ministry of Panchayati Raj & Ministry of Petroleum & Natural Gas

Salient features of the Proposed Scheme Background: MOP & NG makes state wise allocation of Kerosene on a quarterly basis. State Governments further make district wise allocation on monthly basis. PDS Kerosene is made available to wholesale Dealers by oil companies as per allocation. Wholesalers mostly uplift kerosene from oil companies depot on ex-marketing installation basis.

Salient features of the existing system of Kerosene distribution (contd.) The product is further made available to retailers by SKO Dealers. Different modes of supply to retailers. Wholesalers deliver to retailers Retailers pick up from wholesalers In some States like Maharashtra and Madhya Pradesh, there is a system of sub- wholesalers, a tier between wholesalers and retailers.

Existing distribution network (contd.) SKO Distribution Network in the Country Total no. of wholesale SKO dealers: 6547 Total no. of development blocks: 6056 No. of blocks having one dealer: 2192 No. of blocks having more than one dealer: 1088 No. of blocks not having SKO dealers: 2776 This situation needs to be corrected to make product available to targeted consumers.

Existing distribution network 46% of development blocks in the country do not have wholesalers. Varying estimates of diversion of PDS Kerosene for unintended use/adulteration.

Salient feature of the Proposed Scheme Objective of the Scheme: PDS Kerosene to be made available to the targeted group To contain diversion of PDS Kerosene by ensuring that Kerosene reaches the targeted

Salient feature of the Proposed Scheme Proposed Scheme: OMCs to establish at least one SKO wholesale dealer in each development block with following facilities  Storage tank with minimum capacity of 20 kl  Dispensing Pumps  Adequate number of barrels for delivery of SKO to sub- wholesale points  Barrel Shed Existing wholesale dealers in the blocks will also be provided these facilities if they do not already exist.

Salient feature of the Proposed Scheme Proposed Scheme: About five to ten sub-wholesale points to be created in each block in consultation with district administration. Delivered supply up to the sub-wholesale points.These sub-wholesale points will make further supplies to the retail points. OMCs would provide adequate number of barrels at sub- wholesale points for convenient transportation of the product. OMCs to have dedicated fleet of tank trucks for transportation of PDS Kerosene.

Proposal for Implementation Approach for selecting the blocks: The pilot launch will cover 485 blocks spread across the country. Delhi and Chandigarh not covered in the pilot. Blocks selected other than district head quarters/sub-divisional head quarters.

Proposal for Implementation Facilities to be provided by OMCs at the dealer premises: OMCs to provide adequate number of barrels at sub-wholesale points for storage Dedicated fleet of trucks for transportation of PDS Kerosene to be suitably painted with a logo and message for mass awareness of the scheme.

Salient feature of the Proposed Scheme Time frame for implementation of pilot: OMCs to complete installation / provision / strengthening of facilities, arrangement for transportation of product from depot to dealer premises by Appointment of sub-wholesalers by the wholesale dealers by

Role of Panchayati Raj Institutions Panchayati Raj Institutions (PRIs) to be actively involved in monitoring the Scheme Grievance redressal mechanism through PRIs Constitution of vigilance committees at Gram Panchayat, Intermediate and District levels.

Role of Panchayati Raj Institutions: Gram Panchayat Level Dissemination of information on allocated quantity Through gram sabha, and By affixing posters in gram panchayat premises Intermediate Panchayat Level Interaction with sub-wholesalers Sub-wholesaler to provide information on allocation and schedule of product arrival.

Role of Panchayati Raj Institutions (contd.) District Panchayat Level Organizing training programmes for members of Vigilance Committees set up at all the three tiers. State Level A State level committee under the Chairmanship of Minister/ Secretary Civil supplies including Secretary Panchayati Raj and other concerned state officials would meet once in a month to review the position. Representatives from District level Committees to be members of State Level Committee on rotation basis.

Publicity Issues Massive advertisement campaign to disseminate the information about the scheme.  Ministry of P & NG / Panchayati Raj / I & B to discuss broad modalities of the campaign.  Zonal cultural centers to be involved in the campaign. Committee under Joint Chairmanship of executive director PCRA and Jt. Secretary Panchayati Raj with information officers of MOP & NG, MoPR and OMCs to be in-charge of the campaign.
