BUILDING STRONG ® PLANNING SMART ® What is Planning Assistance to States (PAS)?  Section 22 of the Water Resources Development Act of 1974  Objective: Comprehensive plans for the development, utilization and conservation of water and related land resources  Corps can assist states, local governments, non-federal entities and Native American Tribes 2

BUILDING STRONG ® PLANNING SMART ® PAS Goal  Data collection and analysis using standard techniques  In support of planning decisions ► Excludes construction  Includes a broad range of deliverables that are tailored to the sponsor’s needs 3

BUILDING STRONG ® PLANNING SMART ® What can we do?  Plans for development, utilization and conservation of water and related land resources ► Water supply and treatment infrastructure planning Supply and demand Bench scale testing Pilot testing Modeling Master Plans (intakes, storage conveyance, etc.) Siting and relocation assessment Flow monitoring Mapping Distribution and collection planning 4

BUILDING STRONG ® PLANNING SMART ® PAS Program Criteria  $500K appropriation per state each fiscal year  Cost shared 50% federal – 50% sponsor  Up to 100% of sponsor contribution can be work in kind 6

BUILDING STRONG ® PLANNING SMART ® PAS Process  PAS Request ► Letter requesting planning assistance  Scope of work and estimate ► Agreement on how work will be executed ► What constitutes work in kind  PAS Letter of Agreement ► Formal agreement specifying financial responsibilities signed at District level ► Executed upon receipt of federal funds  Project initiation 7
