Update from Department for International Development (DFID) Economic Development Team Lead Gareth Weir

Agenda What is DFID? Response to Earthquake Humanitarian Response Early Recovery Long standing development challenges Insights

What is DFID Department for International Development is a Ministry of the British Government DFID Mission is poverty reduction (only now enshrined in law) All 3 major political parties agree to 0.7 target but Press and UK challenge so much money going overseas Focus is on 28 countries, poor, fragile or conflict states Our results are aligned to international UN targets; the Sustainable Development Goals We leave countries once they are stable and economically independent 200 years UK-Nepal 2016 DFID Nepal: 46 staff; Increase investment to £100 million per year; EQ response £70M

Agenda What is DFID? Response to Earthquake Humanitarian Response Early Recovery Long standing development challenges Insights

The Nepal DEC appeal to date has raised £85 million… But… The humanitarian phase is not over Over 370,000 households still remain without appropriate temporary shelter. 58,000 people are still largely under tarpaulins in 120 displacement camps. Over half a million people across the earthquake affected areas do not have regular access to food, with a poor rice harvest likely to challenge this further. The winter is also approaching, and we estimate that over 81,000 families over 1,500m will require support to keep them warm, in the absence of permanent housing. Humanitarian Response

Early Recovery… Gorkha Field Office, Shelter Co-Ordination Adapted Existing Programmes SAMARTH – 1,000 Livestock Sheds, 15 Community Seed Banks Action Aid – 6,000 HHs supported with Seed Bins / Storage Security and Justice – Rebuild/Retro fit Police Stations Health - Rebuild/Retro hospitals New programme design underway ~ £55+M EQ Rebuilding

Long Standing Challenges… LDC Graduation by 2022 Harnessing Nepal’s Opportunities for Transformative Change Unblocking barriers to growth Strengthening Effective Governance & Institutions Delivering Immediate Benefits to the Poor Strengthening Quality Service Delivery Jobs, Infrastructure and Local Development Safeguarding Nepal’s Future Disaster Risk Reduction Climate Change Cross Cutting Themes: Gender Equity and Social Inclusion Evidence Based Policy Transition to Peace The core analysis has not changed….. Need to maintain focus on where the poor are (Terai and Mid- and Far-Western Region)

Agenda What is DFID? Response to Earthquake Humanitarian Response Early Recovery Long standing development challenges Insights

M4P and systemic change? Is this an opportunity to tackle long-standing reform blockages, build better systems and policies + infrastructure Insights…. A $4BN budget for the reconstruction over 5 years means spending $800M a year, $15.3M a week Boost for key sectors.. Construction, engineering, supply chain? Procurement? FDI opportunity in partnership with Nepalese businesses EQ and current crisis - opportunity to catalyse change in key markets? Broader recognition of positive, transformational role of migration and remittances

Insights…. Trade Offs – more acute post disaster Relief, short term results Market Development, longer term systemic change, results longer term and harder to measure Managing expectations of your shareholders Re-enforces the value of the Market Development Forum Nepal
