European Topic Centre on Biological Diversity EIONET NRC Meeting on Biodiversity October 2011, Copenhagen Progress in building the Biodiversity Data Centre 1)Reporting Nature Directives (Art. 17 HD, Art. 12 BD) 2)Natura the revised Standard Data Form 3)Inspire Annex III themes BR-HB-SD Sabine Roscher

European Topic Centre on Biological Diversity Time Schedule Reporting Art. 17 Habitats Directive Adoption revised format WS Reporting tool

European Topic Centre on Biological Diversity New: Information on the role of Natura 2000 coverage and conservation measures Use of qualifiers for conservation status (U1+, U2- etc) Threats and pressures must be ranked & the list has been revised Standardisation of maps (incl. range tool) Trend divided into short term (obligatory) and long term trend (optional for this round) Steps in direction of harmonising population units … Improvements in the reporting format Art. 17 HD on species and habitat types (Annex B & D)

European Topic Centre on Biological Diversity Technical Implementation Reporting Tool (not on-line) –Development on-going between the EEA and ETC/BD –National reports are due to June 2013 –Tool to be ready for MS use by 1 st March 2012 (& workshop) –Testing envisaged for last quarter 2011 Range tool –To be available in January 2012

European Topic Centre on Biological Diversity Reporting tool Overview functionalities: Edit and store data Import and export data Merge datasets Validate the data (Qa/Qc) upload of the report to ReportNet as xml

European Topic Centre on Biological Diversity Art. 12 Birds Directive 1) Reporting format hamonised with Art 17 Reporting, but taking into account some specific requirements of Birds Directive 2) Timing in line now with Art 17 Reporting HD (every 6 year) covering same time period, but report 6 month later 3) Data delivery by Member States (incl. data on threats and pressures) 4) The technical implementation: same technical solution for Art 17 and Art 12 reporting 5) Assessment conservation status will be done by EC contractor (different to Art. 17 Reporting)

European Topic Centre on Biological Diversity Natura2000 – new Standard Data Form

European Topic Centre on Biological Diversity New MS Access database template and XML schema available Start of Phase 1: Member States can use the new transfer formats Version 1 of the new Natura 2000 software available End October 2011 ‘Hands-on’ workshop for the use of the new software 1. December 2011 Version 2 of the new Natura 2000 software availableMid December 2011 End of Phase 1 of the transition period: all Member States have provided their Natura 2000 databases in the new format End September 2012 End of Phase 2 of the transition period: all Member States have updated their SDFs to the state of knowledge / best available information End of 2015 Overview time schedule switch old to new SDF

European Topic Centre on Biological Diversity CONTENT OF THE NATURA2000 REFERENCE PORTAL … Codelist of Annex I habitats under Directive 92/43/EEC Codelist for bird species under Directive 2009/147/EC Codelist for species under Directive 92/43/EEC (Annex II,IV,V) List of population units and codes (in accordance with Art.17) Reference list on Threats, Pressures and Activities (in accordance with Art.17) List of the relevant nature conservation designation types

European Topic Centre on Biological Diversity Inspire Annex III themes 17,18,19 17: Bio-geographical Regions: Bio-geographicalRegion is the only single spatial object type included in the application schema and represents any type of bio-geographical region. (Each instance of an object is described by a classification scheme and value) The three major ones are: 1.Natura 2000 and Emerald Bio-geographical Regions 2.Natural Vegetation (PNV) 3.Environmental Stratification

European Topic Centre on Biological Diversity Theme 18: Habitats and Biotopes for practical reasons, biotopes and habitats will be dealt with similarly One classification system serves as “primus inter pares” All habitat features will have –an encodng from the EUNIS habitat classification –or encoding from “European Union habitats” list optional an additional from registered local/nation. coding list Species and Vegetation type can be used to further characterise the habitat

European Topic Centre on Biological Diversity Theme 19: Species Distribution Coverage representation should be applied to present species distribution data (aggregated over grid cells, administrative areas, or areas of any other analytical unit.) Interoperability problems related to the naming and classifications of species Reference to a given species via an ID coming from a widely known reference list. (EU-Nomen, EUNIS, Natura 2000) Possible to link from SpeciesDistributionUnit to Environmental Monitoring Facilities
