UNECE Statistical Division Slide 2 Official Statistics  Official statistics are important for policy making in a modern society  Official statistics are vital for monitoring the effects of policies  Official statistics are crucial for understanding the society around us  Comparable statistics across countries and regions are a necessity in a globalised society Impartial and reliable statistical data are widely considered as a prerequisite for a democratic society and a necessary condition for the smooth running of a competitive market economy.

UNECE Statistical Division Slide 3 Aim of Global Assessment  The NSO to plan long-term development of statistics  National authorities to better understand the role and the mission of official statistics and ultimately to allocate necessary financial and human resources  International partners to have a better knowledge of the state of development of the statistical system in the country for planning capacity building programmes The aim of a global assessment of the national statistical system is to provide a clear picture of the state of development of official statistics in the country.

UNECE Statistical Division Slide EECCA Seminar in Yalta /3 Participants and organizers agreed on the following:  The National Statistical Systems in the region could largely benefit from Global Assessments  UNECE-Eurostat-EFTA offer to conduct global assessments in the region in a coordinated way  Global assessments would be conducted under the strict condition that the country request it (demand-driven)  Follow-up assessment could be organised every 4-5 years

UNECE Statistical Division Slide 11 Conclusions /1  cover the overall National Statistical System  The final report, including recommendations, to be presented and explained to major national and international stakeholders  be posted on the website of the statistical office/committee (public document)  Global assessment’s recommendations to be incorporated into annual and multi-year statistical programmes (NSDS) In order to be an effective tool for the development of national statistical capacities, a global assessment should:

UNECE Statistical Division Slide 12 Conclusions /2  be used by international and bilateral partners in the planning and monitoring of their technical cooperation activities  be conducted on a regular basis, ideally every 4-5 years, to assess the completion of the current multi-year programme and to design the next one
