1 EmpowHR In-sourcing Project Overview The EmpowHR In-Sourcing Initiative is a project currently underway by the NFC to transition the EmpowHR applications support from Federal contractors to in- house Federal Staff Historically, Federal contractors have performed the applications support for the EmpowHR including operations and maintenance, system enhancements, Agency migrations and other special projects In this new in-sourced model, NFC will have complete ownership and control over the EmpowHR application including incident management, development management, change management and release management The goal of the in-sourcing initiative is to enhance EmpowHR’s applications support services while minimizing the impact on business operations and services to current customers

2 What does the project entail? Key Activities Design and implement the in-sourced operating model, governance structure and organization Recruit and hire Federal IT specialists with PeopleSoft expertise to perform application support services Conduct knowledge sharing and capability transfer between current Federal Contractor and NFC Staff Implement enhanced tools and to support the in-sourcing initiative including Stat and Control M Use a phased approach to transition the applications support program and supporting processes to the Government Benefits Increases control over the EmpowHR application (e.g., development) Increases ability to respond quickly to changing customer needs and variable requirements Establishes single source of accountability Encourages continuous process improvement Promotes Federal commitment to the future of the EmpowHR program Drives cultivation of internal expertise Support’s OMB’s guidance to Federal Agencies to decrease contract dollars
