IN PHOTOSHOP MAKE AN IMAGE 512 X 512 RGB, WITH WHITE BACKGROUND ADD AN ALPHA CHANNEL
ON THE ALPHA CHANNEL: WHITE IS OPAQUE BLACK IS TRANSPARENT GREY IS TRANSLUCENT
SAVE AS A *.TGA FILE TO YOUR I-DRIVE IT MUST BE 32 BITS/PIXEL TO SAVE THE ALPHA CHANNEL
IMPORT TO 3dVIZ USING A BITMAP IN THE DIFFUSE MAP CHANNEL.
MAKE THESE ADJUSTMENTS TO BE ABLE TO SEE THE TRANSPARENCY IN THE RENDER WINDOW ONE

I’VE APPLIED THE TEXTURE TO A CUBE. MAKE SURE YOU UVW MAP THE OBJECT AND HAVE SHOW MAP IN VIEWPORT TURNED ON. (DON’T FORGET TO UNCHECK THE ‘USE REAL-WORLD SCALE’ BOXES IN BOTH PLACES, AND MAKE THE UV TILING = 1.) LOVELY!
MAKE SURE ALPHA IS TICKED WHEN YOU IMPORT THE *.TGA FILE INTO THE UNREAL ED.
RIGHT CLICK THE TEXTURE TO ACCESS ITS PROPERTIES. MAKE THE SURFACE IS TWO SIDED (TO SEE IT FROM BOTH DIRECTIONS) AND bAlphaTexture.
