Why Have a KSDP MOU? New shared stewardship model for results based Forest Stewardship Plans This will allow greater variability in content and approach and expose more risk to licensees and government FSP’s must be reviewed for content and consistency before operational activities can take place

Why Have a KSDP MOU? PFIT formed to ensure a smooth transition, and have established a consistent process for administration of FSP’s. This will require collaboration with industry and government, specifically understanding and using consistent data and operational tools to minimize risk

What is the problem? Because of the complexity of planning and electronic data use in the Kootenays, there are several challenges ; Currency/reliability/accuracy of data is weak Multiple sources and versions of data Technology has not been user friendly Constantly changing governance and formats of information

What is the problem? Difficult to get timely training Lack of infrastructure to deal with the complexity, and determine who pays Availability and response time to access data was variable and not priority driven Lack of collaboration between agencies and between industry and government Ownership, authority and governance issues

How are we going to fix it? We chose one solution because there appeared to be no clear linkages between strategic direction, and operational planning. Hence, the MOU We prioritized one initiative of government to focus on……..FSP’s We have developed a principled approach to fix specific data problems applied to this this one initiative.

KSDP MOU Criteria for Success –Mutually benefits all partners (increase revenue, reduce costs, reduce risk) –Effectively addresses a clearly defined problem –Falls within the scope of the Partnership

KSDP MOU Goals of this understanding –Make available the most up to date spatial layers for FSP submission –Increase cooperation between government and industry for mutual benefit –Provide a mechanism to facilitate simplified data sharing and licensing agreements for all partners

KSDP MOU Objectives: –Catalogue, clean, and apply meta data to spatial layers required for FSP’s –Assign custodians and stewards to important spatial layers –Define up date procedures for key layers –Make spatial layers available through website

So What has Happened? Mou Signed off Workplan was developed consistent with the objectives with key deliverables –Analysis ready FSP spatial layer data package for each MU in the Kootenays –A data distribution service through an internet website that will allow viewing of layers –A table referencing each layer to a custodian

So What was accomplished? Agreement on roles and responsibilities and term of agreement Agreement on priority layers to focus on Agreement on process for problem solving Agreement on funding initial process –Tembec/MSRM paid for facilitation –Canfor/MSRM joint funding contract position

Accomplishments Arrow/Boundary TSA, TFL 8, 23, 3, Kootenay Lake TSA, Invermere TSA, Cranbrook TSA, Revelstoke TSA and Golden TSA analysis ready data sets are posted on website. ml > > mlhttp://ora.sgrc.selkirk.ca:7778/xsql/FSPDATA01/about. html

Current Issues Regional implementation of DCGuidelines Assigning provincial/local custodianship to orphaned or regional, local layers Developing a regional up date procedure for approval provincially Continuing collaboration and parntership with clear understanding of priorities, responsibilities and financial obligations
