Transparency process in Coordination SUD What is Coordination Sud? A network of 130 French NGOs implementing activities in developing countries: Humanitarian activities Environment protection Human rights protection Advocacy / outreach Member of Concord network (European level) A 3 years process started in 2010

4 transparency fields organisation itself (fundamental rules & principles) Social utility and activities Financial management Quality process (how to improve continuously the NGO activities ? – For each field : minimum criteria of transparency are defined and proposals for going further.

Organisation itself (transparency criteria) Information on the websites concerning : General aim of the NGO Values Target group / beneficiaries Head Office address Members/ subscribers of the NGO and rules for being a member Governing board members Other human resources

Information about the governing board Minimum criteria: List of the governing board members on the website To go further : More information about the governing board members: age, occupation, dates of beginning and end of the membership Rules about the election of the members and about the length of the post

Information about the human resources Minimum criteria: - Number of employees and volunteers To go further : Information about relationships between head office and other offices in France and field centers in the developing countries Rules related to the earnings of employees / cost reimbursement of the volunteers

Social Utility (transparency) Minimum criteria: - Information on the website about ongoing activities by thematic and countries. To go further: Information about the partners involved in the activities Presentation of the partnership agreements Publication of the monitoring reports

Financial management In France, all NPOs that receive citizens’donations and/or public fundings > € must certify by an independant expert and publish their accounting files) Minimum transparency criteria : - to put on line the compulsory accounting files and a summary of them easily understandable. To go further : publication of external financial reports (made by donors and/or public institutions)

Quality process Minimum criteria: Presentation of the monitoring and evaluation procedures. Publication of the evaluation reports To go further: Publication on website of Ethic chart Debates with « field » employees and volunteers and with the donors using the evaluation reports
