Regulations are new IQR and PSA reports will include clear ‘yes/no’ type of statements together with appropriate justification. The system itself is designed to ensure greater consistency And it may be more prescriptive in parts The provision of IQR and PSA services is specifically linked to the requirements of the ESIF application form and as outlined in Regulation (EU) No 1303/2013 of the European Parliament and of the Council aka Common Provisions Regulation, the Common Delegated Regulation 480/2014, the Commission Implementing Regulation (EU) 2015/20 and the Treatment of Major Projects in DG Regio – Document for the Board of Directors (22 June 2015)
4 The IQR team role Essentially, the IQR team will complete a review of the project documents provided by the Member State to ensure that the requirements of the Delegated Act have been checked and state whether the project complies with the requirements of the Act. To do this we will expect to see As a first option a JASPERS Completion Note Evidence of early involvement of the Beneficiary/MA in clearing up any queries if they believe there is lack of clarity in the regulations. JASPERS Advisory assistance is often available for this. Clear evidence to allow us to complete a yes/no format.
