2 Spill and Overfill  The Basics of Spill and Overfill Protection  Options for Spill and Overfill  Proper Maintenance Session Objectives:

3 Why do we need overfill protection, prevention and detection?  1988 US EPA required all new UST installations must have some form of: Overspill protection (spill buckets) Overfill prevention (overfill valves / ball floats) Overfill detection (tank monitoring)  All existing UST’s had 10 years to comply by September of 1998 Spill and Overfill

4 Overspill Protection Spill Containment Manholes: USTs must have catchment basins (also called spill buckets) installed at the fill pipe to contain spills that may occur as a result of fuel deliveries.

5 Tank Fills and Spill Containment Options of Spill Buckets: Different Sizes: 5 – 25 gallons With drains or w/o drains Thread on or slip on Installed at grade or below grade Direct bury or retractable Single wall or double wall Lids are watertight or sealable covers

6 Tank Fills and Spill Containment Single wall, direct bury bucket *Most states only require single wall

7 Tank Fills and Spill Containment  With the new EPA regulations, many customers are choosing to go with a replaceable single wall bucket option.

8 Tank Fills and Spill Containment 8 Double wall, retractable spill bucket *Some states require a double wall spill bucket. Example: Kentucky*

10 Spill Containment Manholes  Spill container is empty of liquids. Use drain valve or manually remove liquid and DISPOSE OF PROPERLY!  Drain valve is working properly  If plugged, make sure drain plug is secure  Remove any debris (soil, stones, or trash) Checklist Item

13 Spill Containment Manholes (Bottom line – SPILL BUCKETS WILL NOW NEED TO BE TESTED!) The majority of spill buckets have been in the ground for over 15 years and will need to be replaced…. Checklist Item

14 Overfill Protection Summary Please Remember : The spill bucket is designed to TEMPORARILY CONTAIN product spills that might occur during fuel delivery. To contain a spill, the spill bucket must be liquid tight! The spill bucket is not designed to contain fuel for long periods of time and must be quickly emptied and contents DISPOSED OF PROPERLY! 15 Overfill Prevention Three methods Automatic Shutoff Device Vent Restriction Device Overfill Alarm Overfill Prevention

16 Overfill Protection Automatic Shutoff Devices  A mechanical device installed in line with the drop tube within the fill pipe riser.  Slows down and then stops the delivery when the product has reached a certain level in the tank.

18 Overfill Protection Automatic Shutoff Devices  Should be positioned so that the float arm is not obstructed and can move through its full range of motion.  The shutoff valve should shut off the flow of fuel to the UST at 95% of the tank’s capacity.

21 Overfill Protection Device  Verify in place.  Remove valve and check condition of float, make sure float operates properly  Insure no obstructions in fill pipe that would keep floating mechanism from working (broken gauge sticks)  ***EPA will also be requiring the testing of Overfill Valves during the same frequency as Spill Containers – part of new ruling soon to be released. Checklist Item

22 Overfill Prevention Overfill Alarm Overfill Protection

23 Overfill Protection This device activates an audible and/or visual warning to delivery personnel when the tank is either 90% full or is within one minute of being overfilled. Overfill Alarms

24 Overfill Protection The alarm must be located so that it can be seen and/or heard from the UST delivery location. Once the electronic overfill alarm sounds, the delivery person has approximately one minute to stop the flow of fuel to the tank. Overfill Alarms

25 Overfill Prevention – Overfill Alarm Alarm mounted near fills, clearly labeled; Alarm is functional; Alarm sounds at the proper product level.

26 Overfill Protection What is the best form of Overfill Protection? Make sure you’ve ordered the right amount of product for delivery. Order only the quantity of fuel that will fit into 90% of the tank.
