Federal Reporting Issues Sean Millard

Presentation Purposes What happens when you report data to FLDOE? Review mandatory federal data collections Review data reporting challenges Provide best practices for reporting accurate data

Making SEA data public USDE is pushing to make more data publicly available soon, some at the district level: – Reading and Math Assessments – Graduation Rates – Accountability SEAs are obligated to report all federal program data. Basic data (e.g., membership by grade, race, etc.) have been available for several decades. All data published online by federal sources are reviewed by USDE staff.

Mandatory Federal Data Collections EDFacts: largest federal education data collection – 227 data groups – Feeds several other federal data collections, esp. Common Core of Data (CCD) Consolidated State Performance Report (CSPR), Gun Free Schools Report (GFSR) – Annual collection cycle – EDFacts generates Federal (NCES) School IDs, which is done instantaneously now.

EDFacts, continued EDFacts data are edited on submission and edited by CCD on the back-end in written correspondences: – Year-to-year comparisons of membership (by grade & race), graduates, dropouts, etc. – Significant changes must be explained & sometimes requires communicating with districts Important school directory edit rules: – Each school (active, future, etc.) must have a unique physical address & name – A school can be reported as Future for a maximum of two years

Civil Rights Data Collection (CRDC) – FL is the only state that reports CRDC data on behalf of the Districts – 71 data groups; all data disaggregated by CR categories: race, sex, disability, 504, LEP, e.g., – Bullying/harassment, restraint/seclusion, arrests, course taking/passing (e.g., Algebra, Calc, AP, etc.), assessment, suspensions/expulsions, access to college readiness courses, novice teachers, teacher salaries, etc. – Biennial collection cycle – Now: 1112 Part 1 web collection is open; Part 2 collection will open in August – CRDC data is becoming more scrutinized & more visible to the public

CSPR Parts 1 & 2 CSPR = NCLB data, Title I – VI. 183 Sections/Questions; 83 populated with EDFacts data. Accurate data requires close coordination with FLDOE NCLB & EIAS Bureaus

Gun Free Schools Report (GFSR) All GFSR data is populated by EDFacts data. GFSR data: – Discipline Type, e.g., Expulsions, Modified Expulsion, Other – Firearm Type: Rifle, Handgun/Shotgun, Multiple, Other Reporting Accurate data: – SESIR: Weapon Type, Weapon Related, Weapon Description, – Discipline: Weapon Use, Discipline Code – Student Demo: Matching record
