2 Overall Context: BluePrint/Destination 2020: The Renewal of the Public Service with a focus on providing leading edge public services to Canadians and Highly skilled individuals that are equipped with and use state of the art technology Need to align and streamline geospatial efforts across federal departments – Inconsistent approach across federal departments to managing geospatial data – Significant duplication and redundancies in geospatial data procurement – No single way within the GC to share and/or access geospatial data – Innovation to reduce expenditure and change how we use information technology and data to support decision-making Canada’s Action Plan on Open Government 2.0 ( ) – Focus on openness and transparency – making data available for use by the public – A key commitment: to consolidate the management of federal geospatial data across the GC to make it more accessible and reusable for Canadians via the federal open government website In 2014, the three-year FGP project was approved by the Treasury Board of Canada

3 A three-year Government of Canada (GC) Initiative taking place between 2014 and 2017 that:  Supports horizontal efforts to advance economic growth, social cohesion, well-being, and environmental management  Will fundamentally change the way the GC shares, uses, and manages geospatial assets to better support the delivery of programs and services  Facilitates a coordinated approach to geospatial thereby reducing duplication of efforts in acquisition and management of geospatial data, tools, and services  Focus on getting the right data right  Involves 21 GC departments and agencies of the Federal Committee on Geomatics and Earth Observations (also known as the FCGEO) About the Federal Geospatial Platform Initiative… Vision: Geo-enabling the Federal Government The vision means:  Leveraging the power of location and geography within workflows and business processes  Sharing the best technology and data to produce applications and services which support decision-making  Allowing non-technical users to discover, access and use geospatial information to produce their own maps  Making the most relevant and current triple “A” geospatial information available to our leaders, analysts, and scientists to support decision-making  Open geospatial information, services and applications are presented to the public coherently

6 Year 2: The planned success story PlanStatus 1.We have an evolved technological solution − Common viewer framework developed − Release 1 planned for late October 2015 including catalogue, viewer, and datasets − Data publishing system (DDR) being developed for have-not departments − Small-scale implementation of collaborative mapping environment (AGOL, 50 users) − Progress on cleaning up of Open Government Portal metadata – to be completed by end of December − Development of Open Maps (FGP Public Web presence) on Open Government Portal, to be released in March New data content through web services are available… − Ongoing integration of new data, based on plans & data maturity model (projected to have 260 datasets by March 2016) − Tracking new opportunities, and engaging users/ clients to discover and add new data (e.g., AANDC, EC) 3.Four to six new partners have joined the FGP Initiative − Draft communications and engagement plan − Scheduling engagements to discuss opportunities. Opportunities targeted (CBSA, ESDC, NavCanada, PWGSC, others) 4.FGP is supporting several horizontal GC policy priorities − Relationships established with policy communities − Initial assessment of data and support required − First priorities include: Energy Infrastructure, Cumulative Effects, World Class Tanker Safety, Aboriginal Consultations, Floodplain mapping, Climate Change Adaptation (including wildfires), and CanNor 5.Business Transformation Phase 1 has been completed… − Draft report on target operating model anticipated for March 2016 − Initial common service desk set up − As-Is State template ready for distribution

7 Geospatial Data Management… Current StateFuture State  Ad hoc approach to managing and acquiring geospatial data, where datasets are acquired, purchased and/or used by individual departments −Limited coordination of acquisition/use of data and limited use metrics. −Some partnerships between departments do exist, but are limited −Many key datasets are no longer current (e.g. some framework layers, imagery)  Enterprise approach to managing and acquiring geospatial data, where datasets would be acquired, purchased and/or used by multiple departments −Opportunities to acquire better data, in collaboration with other departments −More consistent budgeting and overarching metrics on data use −More accurate updates to Deputies and Ministers about the state of GC geospatial data assets, and required investments Linkage to TBS Policy TBS is putting in place a new Standard on Data Management in 2016/17 The Standard will require departments to participate in GC-wide direction-setting and coordination exercises for data communities – i.e. a Data Asset Management Plan coordinated by FCGEO Use of Harmonized North American Profile (HNAP): -Increased consistency in metadata content and increased usability for end-users. -Most federal departments that share geospatial data have fully implemented of the Standard on Geospatial Data, as of May 2014.

8 Proposal: a Federal Geospatial Data Asset Management Plan (FG-DAMP)  Establishes GC-wide approach for managing core geospatial data - “core data assets” are: – Required to meet the Strategic Objectives of many Federal departments/agencies – Expressly required by a department’s legislated mandate – Required to address current government priorities −Used by multiple departments or agencies, or with partners such as Provincial, Territorial and other local governments (i.e., reference imagery, framework layers such as roads, rivers, trees, first nation lands)  Defines the actions, requirements, responsibilities, and process for establishing regular planning and reporting cycles around core data assets, assessing GC geospatial data needs, and data availability −Enables preparation of overarching plans and reports on GC geospatial data assets, including metrics on quality and data use, and investment recommendations for management
