The New Methodology Survey was adopted at TPT-WG 26 At TPT-WG 27 it was agreed that Australia and China would analyse the survey outcomes against the ‘Eight Options for Liberalisation’ for TPT-WG /TPT-WG-28/AEG-SRV/010

Survey Responses Overall 14 economies responded to the survey. –6 economies provided input on all components –6 economies addressed Component 1 (matrix of economies’ liberal arrangements with APEC partners) –2 economies responded to Components 2 (Summary of international air transport policy), 3 (policy statements) and 5 (new issues in liberalisation) 2006/TPT-WG-28/AEG-SRV/010

Analysis summary APEC economies are moving towards a liberalised framework for aviation however there is considerable diversity of approaches A clear liberalisation trend has been the use of ‘doing business clauses’ to facilitate more cooperative arrangements between airlines –Supporting the argument that liberalisation is driven by both commercial pressures and public policy 2006/TPT-WG-28/AEG-SRV/010

Summary cont. Third Country code-share is increasingly being sought in agreements, supporting increased competition within markets Ownership and control provisions generally remain restrictive, perhaps reflecting concerns over regulatory control protections or increased foreign ownership affecting airline operations 2006/TPT-WG-28/AEG-SRV/010

Barriers to Analysis The responses have been reasonably useful in providing a preliminary indication of the willingness of economies to work toward liberalisation –However the survey has fallen short in providing enough detail to enable a comprehensive analysis of liberalisation Impediments included: –A number of economies failing to respond to the survey; –Inconsistencies in the data supplied; and –A number of incomplete responses. 2006/TPT-WG-28/AEG-SRV/010
