2 8/12/20092 Initial Assist Capability to be Offered Transition Workshops: Facilitated meetings to assist Government and industry team alignment at critical program inflection points Typically conducted at pre/post milestones, major reviews and post Nunn-McCurdy, and includes PMO event workup MDAP Assist Teams: Designated teams consisting of one or more subject matter experts identified to address specific issues Strategic: Acquisition Strategy Development, Milestone Preparation, Nunn-McCurdy Recovery, Risk Management, Integrated Master Planning Operational: Staffing and organization, targeted team training Tactical: RFP Development, Cost/EVM Processes, Major Review and Milestone Prep, IBR Prep, Integrated Master Scheduling Metrics and Comms

4 Subject Matter Experts (SMEs) Functional support to MDAP Assists across the enterprise SME List to be managed by DAU MDAP Assistance Council Possible Sources: Organic to DAU: Faculty, other skilled staff and possibly component SMEs serving at DAU on a rotational assignment Component: Component identified and managed SMEs that could be used on a jury duty concept Contracted: DAU-identified and managed SMEs outside the Government with prior Government experience and required expertise that can be accessed through a contract vehicle to support specific assist efforts Way Ahead Start the pilots using organic and contracted support Work with Components to determine best way to manage access to component SMEs…work them in as available
5 Rules of Engagement An MDAP Assist is not a review or assessment! Non-judgemental HELP! Program Assist activities are confidential Findings and recommendations to PM only Shared with others at PM’s discretion Lessons Learned will not be attributed to specific programs Success of assists will be measured by customer satisfaction surveys/ other measures Components must promote the importance and value of seeking assistance…no stigmas or penalties Assist teams will not normally include members that could serve in an oversight capacity

7 Use of Lessons Learned The DAU MDAP Assistance Council will serve as the integrator and disseminator of lessons learned from program assist efforts: Share the lessons learned and best practices with the acquisition community Use lessons learned to improve training Next Steps Identify additional pilot programs for strategic/ operational assists Components identify working level point of contact and initial SME list DAU develop detailed rules of engagement through pilot program efforts
