1 Quick Update for NOB On ICIS-NPDES and Possible NOB Role NOB Conference Call September 13, 2006 David Hindin Office of Compliance, OECA

2 Terminology Check: Direct User vs. Batch States  Direct User States  Directly use ICIS to manage the NPDES program and all data entry today occurs through keyboard.  Batch States Hybrid States  Use PCS and their own state system(s) to manage the NPDES program.  These states need to be able to electronically transfer (batch) some data from their systems to ICIS-NPDES, primarily DMRs. Indirect user  Use a State NPDES information system and do not use PCS to directly manage the NPDES program.  These states need to electronically transfer (batch) all of the necessary data from their system into ICIS-NPDES. Some states may decide, for own business reasons, to do some direct data entry via web screens.

3 PCS Modernization to the Integrated Compliance Information System (ICIS)  On June 23, 2006, the new system, the Integrated Compliance Information System (ICIS 2.0) was released. This release of ICIS has two components:  ICIS-NPDES –supports the implementation and management of the NPDES permitting and enforcement program in EPA and states.  ICIS-FE&C - supports the Federal Enforcement and Compliance component of EPA’s civil enforcement and compliance program. Direct Users: 21 States, 2 Tribes, and 9 territories are now using ICIS-NPDES instead of PCS.  Development for the batch States will be done in 3 parts beginning in FY2007.

5 Batch Release Approach  ICIS-NPDES 3-Part Batch Release Approach: Part 1: DMR flows from state systems to ICIS-NPDES from hybrid states. Part 2: DMR flows from facilities in direct user states (NetDMR) to ICIS- NPDES. Part 3: All other flows for all remaining states.

6 ICIS-NPDES Batch Part 1 Schedule ICIS-NPDES Selected Batch Milestones for Part 1Date Completion of ICIS-NPDES Detailed Design Document, including Chapter 11 “Batch Processing”. Chapter 11 based on the Data Flows Detail Design Workgroup, which included representatives from CA, IO, MO, NJ, NC, OH and WA. September 2002 Version 1.0 schemas completed, approved and posted on Exchange Network. These schemas were based on ICIS Detailed Design. OECA ran them through the OEI schema validation tool and submitted a Schema Conformance Report. TRG Review comments were relatively minor and TRG appeared very satisfied with schemas. August 2005 ICIS-NPDES Batch Independent Review Report Completed. July 31, 2006 Next version of XML schemas based on production ICIS database and associated documents (e.g., Flow Configuration Document, Example XML Instance Document, XML Schema Users Guide) ready for state and Network review. Late September 2006 Initiate Integrated Project Team (IPT) for Batch ReleaseEarly October 2006 Restart data migration and PCS cleanup workgroup with hybrid states for the Batch: Part 1 release (DMR from state systems) Early October 2006 Finalize ICIS-NPDES XML schemas and associated documents for DMR flows.October 31, 2006 Release ICIS-NPDES XML schemas and associated documents for all non-DMR data.December 2006 Commence testing of DMR flows for pilot states (Node services and ICIS)Spring 2007 Part 1 implementation for Pilot States: Migrate several states to ICIS-NPDES, with batch DMR flows in operation. September 2007 Part 1 implementation for ALL remaining Hybrid States: Migrate remaining hybrid states to ICIS-NPDES, with batch DMR flows in operation. March 2008

7 NOB Role in ICIS-NPDES Batch Flow?  How could the NOB help move the ICIS-NPDES flow forward? What resources and expertise can the NOB contribute? What role has the NOB or its subgroups (or predecessors) played in other national regulatory flows?
