4 PCS Modernization Direct User Release Completed in FY2006  On June 23, 2006, the new system, the Integrated Compliance Information System (ICIS 2.0) was released. ICIS is one system, but has two components:  ICIS-NPDES –supports the implementation and management of the NPDES permitting and compliance enforcement program in EPA and states. Direct Users: 21 States, 2 Tribes, and 9 territories are now using ICIS-NPDES instead of PCS.  ICIS-FE&C - supports the Federal Enforcement and Compliance component of EPA’s civil enforcement and compliance program.

5 Major Goals in FY2007 for ICIS 2.0  Improve stability and performance of system.  Implement quarterly interim releases to fix problems and enhance the system. Interim release planned for Nov 20 should include performance fixes and quicker NPDES DMR data entry path.  Implement ICIS-NPDES batch DMR release by Sept  Issue ICIS-NPDES Policy Statement  Update/revise governance structure(s)  Training

9 ICIS FE&C Status Today  50 reports are needed for Annual Accomplishment Reporting As of October 6th, 38 reports have been completed. The rest are very close to being done. Thanks to all the Regions for testing the reports.  ICIS had major problems with reporting and system stability, primarily from August 21 to Sept 8.  ICIS performance in Sept/Oct has been slow.  We have increased ICIS performance monitoring in an effort to identify and remedy problems quicker.  ICIS is a new, complex system and there will be some bumps in the first year. We are working hard to anticipate bumps so we can prevent them, and/or minimize their impact on our users.

10 ICIS FE&C Plans for FY2007  FTSS/NCDB data entry and tracking for federal toxic, pesticide and EPCRA 313 enforcement and compliance activities in FY2007 and beyond move to ICIS by November 20 th.  Develop prioritized list of fixes and enhancements to try to roll out in 3 rd and/or 4 th quarter of FY2007. This depends on FY2007 budget Need Regional input, perhaps through ICIS POB, to identify and prioritize, and to help develop requirements.  Revise the FY2005 ICIS Monthly Management Reports Revise to work with ICIS 2.0. Revise to better meet Regional management needs Need group of regional managers to help us develop requirements for these reports

11 Training Plans for FY2007  During 2006 we provided 22 training sessions. ICIS-FE&C, all 10 Regions were trained over a 2 day period. ICIS-NPDES, all Regions and directs user States were trained over a 5 day period.  2007 plans include a variety of trainings to meet diverse needs Tailored trainings for specific audiences Focused Reports Training  face to face  Web technology  On-line training software

13 AFS Modernization Timelines  FY 2007 Start AFS Business Requirements Define the business, functionality and data needs for a modernized AFS.  Identify limitations of AFS that should be addressed by modernized system.  Identify functions in AFS that might not be necessary to include in modernized system. Obtain input from CAA enforcement and compliance program staff and managers in HQ, Regions and States.  FY2008 Start Alternatives and Cost Benefit Analyses Given our business requirements, what are at least 3 options for developing an information system to meet these needs. ICIS is the leading option, but other options will be considered.
