3 Key Lessons Learned 1.Vision for economic development –The vision is championed by leaders but shared by the entire society –The vision emphasizes human development –The vision recognizes the linkage between economic development and the education sector and align the education sector to the labor market requirements 2.Emphasis on education, willingness to pay for all levels of education 3.Strategic and Pragmatic Planning –Plans prioritized and pragmatic, phased approach –Align policy objectives and plans with budgetary allocation –Clear criteria and rules for student progress through the system

4 Key Lessons Learned 4.Technical and vocational education has close linkage with the productive sector 5.Teacher and school management –Capable and well-trained school leadership –Distinguish the career of teaching from administration –Competitive salaries and working conditions –Teacher profile 6.Effective management of external support

5 Follow-up Actions 1.Summarize the tour and discuss the findings and recommendations with the colleagues back home 2.Elaborate a Strategy for Secondary Education –Revise the secondary curriculum and align teacher training with the curriculum –Improve the linkages between the general secondary education and the TVET sector 3.Improve sector planning (ESSP II, TVET Strategic Plan, and Higher Education Operational Plan) –To communicate to all stakeholders the plans –To align them with budgets, to be more realistic –To be more results-focused 4.Development of Teacher Profile for Mozambique 5.Strengthen school management through AGEPA 6.Improve Capacity in Research, Monitoring and Evaluation 7.Some specific actions for TVET –Select a few TVET directors for more in-depth tour –Twinning arrangement between Mozambique institutions and others –Internships of directors
