First step  Go to File>New (unlock background)  Go to Layer>Layer style>Gradient Overlay(use radial style)  Go to File>New (unlock background)  Go to Layer>Layer style>Gradient Overlay(use radial style)

Second Step  Apply the preferred text then go to Filter>Blur>Motion Blur  Its Recommended to have a 90  and a distance of 40 pixels  Apply the preferred text then go to Filter>Blur>Motion Blur  Its Recommended to have a 90  and a distance of 40 pixels

Third Step  Go to Filter>Distort>Wave  For Generators use 3, 10 and 346 for Wavelength, 5 and 35 for Amplitude  Go to Filter>Distort>Wave  For Generators use 3, 10 and 346 for Wavelength, 5 and 35 for Amplitude

Fourth step  Go to Filter>Blur>Guassian Blur  Use 10 pixels for the radius  Group the layer and change Blend mode to Color dodge  Go to Filter>Blur>Guassian Blur  Use 10 pixels for the radius  Group the layer and change Blend mode to Color dodge

Fifth Step  Make a new layer and place at top  Go to Filter>Render>Clouds  Go to Layer>Layer Mask>Reveal All  Make a new layer and place at top  Go to Filter>Render>Clouds  Go to Layer>Layer Mask>Reveal All

Seventh Step  Paint more strokes for a realistic look

Eighth Step  Make new layer beneath all layers except for background layer  Fill with black and go to Filter>Texture>Texturize  Use 100% for scaling and 4 for relief  For texture use Canvas and Light use top and change opacity to 10%  Make new layer beneath all layers except for background layer  Fill with black and go to Filter>Texture>Texturize  Use 100% for scaling and 4 for relief  For texture use Canvas and Light use top and change opacity to 10%
