Outcome of the AWG-LCA Adaptation Framework (para. 13), including an Adaptation Committee (para. 20) Registry of NAMAs (para. 53) Green Climate Fund (para. 102), to be designed by a Transitional Committee (para. 109), and Standing Committee on finance (para.112) Technology Mechanism, consisting of a Technology Executive Committee and Climate Technology Centre and Network (para. 117) 1/CP.16 contains further undertakings for each institution In most cases the COP identifies the importance of the links between these institutional elements The institutional architecture under decision 1/CP.16

Establishment of the Technology Mechanism Cancun Agreements established a Technology Mechanism, consisting of: o Technology Executive Committee (TEC) as the policy and strategy arm of the Mechanism o Climate Technology Centre and Network (CTCN) to provide direct support to technology actions in developing countries to address climate change Technology Mechanism will: o Harness the world’s technological capacity to serve developing country Parties in preparing and implementing mitigation and adaptation plans and actions o Be a very practical tool to help developing countries to build technological capacity o Undertake analysis and recommend policies, programmes and actions for decisions by the COP and guidance for funding The Technology Mechanism

Establishment of the Technology Mechanism Fully operational Technology Mechanism in 2012 Work programme under the AWGLCA in 2011 to define: o The relationship between the TEC and the CTCN, and their reporting lines; o The governance structure and terms of reference for the CTCN; o The procedure for calls for proposals and the criteria to be used to evaluate and select the host of the CTCN; o The potential links between the Technology Mechanism and the financial mechanism; o Consideration of additional functions for the TEC and CTCN.

The role of TNAs in the Technology Mechanism CTCN TEC POLICY & STRATEGY PARTNERSHIPSIMPLEMENTATION - Overview of technological needs - Recommend actions - Guidance on policies and programme priorities (financial mechanism) - Catalyse development and use of technology road maps or action plans at the international, regional and national levels through cooperation between stakeholders - Seek cooperation and promote collaboration between stakeholders - Facilitate technology deployment based on needs - Provide information, training and support programmes -Provide advice and support related to technological needs - Stimulate technology partnerships Upon request by developing countries: - Identify, disseminate and assist with developing analytical tools, policies and best practices for country-driven planning

Expert Workshop on the Technology Mechanism – April 2011 Expert Workshop: Some key issues identified by Parties Start small with the flexibility to grow in response to needs The importance of the TNA process for identifying needs in the Technology Mechanism and the future of the TNA process to support LEDS, NAMAs and NAPs The key role that national institutions will have in the CTCN The importance of the regional dimension of the CTCN That the Network must be flexible and capable of harnessing and adding value to the existing efforts related to technology development and transfer That the connections between the Technology Mechanism and financing will be crucial for successful implementation That the private sector must be actively engaged and contribute to the Technology Mechanism at all levels

Points of clarification on the relationship with TNAs Questions of clarification... What is the relationship between national technology action plans and road maps as mentioned in the functions of the TEC and the TNA process? What might be the nature of any guidance that the TEC may develop on technology action plans and road maps? How should the TNA process relate to and support the processes for developing NAMAs and LCGS? Are their opportunities to harmonize these processes to increase efficiency and effectiveness? How can implementation of the results of TNAs be strengthened through the Technology Mechanism? What relationship might the TNA process have with other parts of the institutional architecture for climate change?
