Establishment of the Technology Mechanism Cancun Agreements established a Technology Mechanism, consisting of: o Technology Executive Committee (TEC) as the policy and strategy arm of the Mechanism o Climate Technology Centre and Network (CTCN) to provide direct support to technology actions in developing countries to address climate change Technology Mechanism will: o Harness the world’s technological capacity to serve developing country Parties in preparing and implementing mitigation and adaptation plans and actions o Be a very practical tool to help developing countries to build technological capacity o Undertake analysis and recommend policies, programmes and actions for decisions by the COP and guidance for funding The Technology Mechanism

Establishment of the Technology Mechanism Fully operational Technology Mechanism in 2012 Work programme under the AWGLCA in 2011 to define: o The relationship between the TEC and the CTCN, and their reporting lines; o The governance structure and terms of reference for the CTCN; o The procedure for calls for proposals and the criteria to be used to evaluate and select the host of the CTCN; o The potential links between the Technology Mechanism and the financial mechanism; o Consideration of additional functions for the TEC and CTCN.

Expert Workshop on the Technology Mechanism – April 2011 Expert Workshop: Some key issues identified by Parties Start small with the flexibility to grow in response to needs The importance of the TNA process for identifying needs in the Technology Mechanism and the future of the TNA process to support LEDS, NAMAs and NAPs The key role that national institutions will have in the CTCN The importance of the regional dimension of the CTCN That the Network must be flexible and capable of harnessing and adding value to the existing efforts related to technology development and transfer That the connections between the Technology Mechanism and financing will be crucial for successful implementation That the private sector must be actively engaged and contribute to the Technology Mechanism at all levels

Points of clarification on the relationship with TNAs Questions of clarification... What is the relationship between national technology action plans and road maps as mentioned in the functions of the TEC and the TNA process? What might be the nature of any guidance that the TEC may develop on technology action plans and road maps? How should the TNA process relate to and support the processes for developing NAMAs and LCGS? Are their opportunities to harmonize these processes to increase efficiency and effectiveness? How can implementation of the results of TNAs be strengthened through the Technology Mechanism? What relationship might the TNA process have with other parts of the institutional architecture for climate change?
