9 Coal Mining Data Standard Sponsored by Office of Surface Mining, Department of the Interior, and partners Developed through ASTM International –Formerly the American Society for Testing and Materials –ANSI has accredited ASTM International to develop American National Standards –ASTM International has authority to designate its standards as American National Standards, without approval by the ANSI Board of Standards Review (BSR) ASTM approved the Standard Practice for Minimum Geospatial Data for a Coal Surface Mining Permit Boundary on September 1, 2007 The standard will be forwarded to the FGDC Standards Working Group as a candidate for FGDC endorsement

FGDC Cooperative Agreements Program Solicitation posted on-line at Grants.gov Category 6: FGDC-Endorsed Standards Implementation Assistance and Outreach (excluding Metadata Standards) Potential deliverables: –Implementation guides for FGDC-endorsed standards –Strategies that facilitate implementation of FGDC-endorsed standards through dynamic management of items –Training and/or outreach materials that promote use of FGDC- endorsed standards –Review and evaluation of FGDC-endorsed standards for consistency with voluntary consensus standards –Case history of the implementation of an FGDC-endorsed standard Applicants shall contact FGDC to identify subject matter experts SWG members shall serve on review panels

Considerations –OMB Circular A-119 directs Federal agencies to use voluntary consensus standardsOMB Circular A-119 –American National Standards costs $30 apiece –While ANSI holds the copyright on the published standard, the source materials are ours –Problem not restricted to ISO and ANSI: many scholarly journals oblige authors to buy back their work –ANSI End-user Licensing Agreement (EULA) prohibits sharing a standard on a server.EULA –NGA negotiated a licensing agreement to serve standards to designated employees and contractors Actions??
