Post-Ruby and other NiEm Concerns

Background December 1, 2014 (around 9:50 a.m.) Tropical Storm with an international name “Hagupit” was monitored outside the Philippine Area of Responsibility (PAR) over the Pacific Ocean. December 4 (around 3 a.m) Typhoon “Hagupit” entered the Philippine Area of Responsibility and was named “RUBY”. December 5 Typhoon “Ruby” has gained more strength and slightly slowed down as it continues to move west northwest towards Eastern Visayas.

Background Landfall reported in the following areas: 1st Landfall – Dolores, Eastern, Samar 2nd Landfall – Cataingan, Masbate 3rd Landfall – Torrijos, Marinduque 4th Landfall – Laiya, San Juan, Batangas at 5th Landfall – Lubang Island, Mindoro Typhoon “Ruby” downgraded to Tropical Storm last Dec. 8 at around 11:00 a.m. and further downgraded into a Tropical Depression last December 9 and exited the PAR in the evening of December 10. Activities of the Cluster Most of reported actions from the regional nutrition clusters were LGU-driven, but NNC Regional Offices reminded LGUs on things to do even before Typhoon Ruby; also visited evacuation centers

Activities of the Cluster 6.WFP started providing food under general food distribution, food for asset, MAM treatment, and cash transfer. 7.UNICEF providing coordination and information management support in Region 8 8.Lack of supply of VAC in Region 5 regional office reported/relayed to DOH-CO; according to Dir. Irma Asuncion, 8.5 M capsules are available at the DOH warehouse

Activities of the Cluster 9.Formulated the nutrition component of the DOH Task Force Ruby Plan  NNC is a member of the Planning Section of the DOH Emergency Management Task Force for Typhoon Ruby  Quadcluster meeting for post-typhoon Ruby held on 16 December, part of agreement was for all clusters to work closter together and to develop a harmonized preparedness and response plan

Activities of the Cluster 9.Ongoing inventory of capacity mapping for nutrition interventions 10.Ongoing/completed rapid nutrition assessment in Region V, VII, VIII by the Regional Nutrition Clusters -Regions 5, 7 and 8 to submit results of rapid nutrition assessments -NSD to prepare guidelines for post-event nutrition assessment

SMART Survey in Typhoon Haiyan affected areas The 2 nd round of SMART Survey in Typhoon Haiyan affected areas started last 25 November 2014 and will end on 31 January Region 8 will be covered from Dec , 2014 and Regions 6 and 7 Jan , 2015

Zamboanga City Nutrition Cluster Update Zamboanga City Nutrition Cluster Update The Zamboanga City Nutrition Cluster spearheaded the conduct of the planning workshop on 21 November 2014 in partnership with UNICEF and NNC Region IX. Workshop was held to determine next steps and to review the City Nutrition Action Plan in response to the findings of the SMART Survey presented to the City Health Office on 1 October in Zamboanga City.

Bicol Regional Nutrition Cluster Update Zamboanga City Nutrition Cluster Update DOH Region Office V funded a 3-day live-in Training on Integrated Management of Acute Malnutrition for Medical and Allied Health Professionals on October 2014 at Villa Angelina Hotel, Legazpi City NNC RO V delivered Ready to Use Therapeutic Food (RUTF) supplies in RHUs/Nutrition Office of Daraga, Camalig, Guinobatan, Malilipot, Sto. Domingo, Tabaco City and Ligao City.

Bicol Regional Nutrition Cluster Update Zamboanga City Nutrition Cluster Update Micronutrient Powder (MNP) for children 6-23 months in the evacuation centers in Upper Malabog Elementary School (Daraga), San Jose Elementary School (Malilipot) and San Andres (Sto. Domingo Albay) were also distributed.

Other Updates Continuing dialogue with DSWD on food packs for pregnant women and young children Inclusion of Nutrition in Emergencies in the enhanced Course Curriculum Design of the Master in Public Administration major in Health Emergency and Disaster Management Provision of weighing scales and height boards to Typhoon-Yolanda affected areas under the Office of the Presidential Assistant for Rehabilitation and Recovery (OPARR).

Further actions Develop guidelines on rapid nutrition assessment in emergencies, e.g. when to do, tools to use Develop health advisory on complementary feeding in times of emergencies Finalize the Nutrition in Emergencies Strategic Plan and pursue related activities
