The Issue After years of turmoil under the rule of: Papa Doc Baby Doc Military Rule Haiti has and is becoming even worse, with “free” elections conducted, the country is still under the repressive rule of the military.

Countries Affected Haiti – The country is in turmoil & doesn’t have a centralized government. France – As Haiti’s former colonist it is seen as responsible for the unfortunate country. USA – After occupying Haiti they are seen as responsible, aswell as hundreds of Haitian refugees fleeing to the USA. Venezuela – Jean Aristide went into exile there, Venezuela maintains connections to Haiti.

Solutions & Resolutions

UN Security Council Resolution 841 Unless a legitimate government was installed: A trade embargo against Haiti would be implemented. The issue was brought to UN by the OAS and Permanent Representative of Haiti over fears of influx of refugees.

UN Security Council Resolution 861 Lifted all sanctions off of Haiti after agreement between the President and Military. With the condition that if the agreement was not honored then sanctions would be imposed again.

UN Security Resolution 862 Adopted an agreement between the president and Commander-in-chief of the Haitian armed forces. Reaffirmed their position to further Haiti. Proposed the establishment of the UNMIH to better the Haitian police force.

Un Security Council Resolution 876 Established the UNMIH. Again, reaffirmed their commitment to peace and stability in Haiti.

UNMIH UNMIH – UN Mission in Haiti, was created to assist the government “sustain a stable environment, professionalize the armed forces and create a separate police force, and establish an environment conducive to free and fair elections” Was established by Security Council resolution 867 (1993)

UN Peace Keepers The UN Peace Keepers have been deployed to the country on numerous occasions to intervene in Coups or maintain stability. The US has also sent troops on occasion to help maintain stability.

How is Haiti Affected Haiti is the poorest country in the Western Hemisphere. Numerous military leaders and political leaders have been accused of Human Rights abuses. Haiti is relatively stable right now, especially with the international community watching over them very carefully.

How is France Affected France is constantly intervening in Haitian politics, to help maintain a “free and fair government”. With a permanent position on the security council, France always has the plays a part in the decision making process when Haiti comes up.
