What is global Food Security Cluster? FSC Information Management Tool

Food Security Cluster The Food Security Cluster (FSC) is one of the three WFP-led clusters, co-led with FAO. FSC coordinates the food security response during a humanitarian crisis, in order to ensure a timely, effective and coherent response. This is achieved through cooperation with around 40 partners: international NGOs, the International Federation of Red Cross and Red Crescent Societies, UN organizations, governments and donors. Food Security Cluster Information Management When an emergency strikes, among the responsibilities of a country-level Food Security Cluster is to: Coordinate partner responses to ensure that planning and implementation of food security responses avoid gaps and duplications, and are comparable and timely to affected populations.  Information Management is essential FSC Information Management Tool

FSC Information Manager Together with a Cluster Coordinator, Information Management Officer (IMO) is one of the core Food Security Cluster team members IMO plays a vital role in collecting, analysing, and sharing information that is important for the cluster partners to make informed and evidence based, strategic decisions Fundamental to the job is –ability to collect, clean, collate, analyse and disseminate data –present information in a way that is easily understood by the FSC partners. Sometimes this is through graphic means such a mapping but also through tables, charts, and narrative writing.

In the past, this has been achieved mainly through various 4/3W matrixes, which vary country-by-country FSC Information Management Tool

The Purpose of the gFSC IM Tool Make data collection, processing and response analysis globally comparable and standardized Make setting up a country-FSC IM System faster Allow Global Support Team provide support more efficiently (standardized systems) By producing project reports and maps the IM tool will visualize gaps and overlaps of partner responses Forward-looking (planning info), allows for more detailed analysis Confidentiality Avoid duplication of humanitarian assistance, especially considering issues of food availability, access and utilization. Consistent information sharing will facilitate project tracking and monitoring, and result in evidence based decision making for strategic intervention and improved implementation. History of Tool Development Based on Somalia Food Security Cluster IM Tool (first version in 2011), and South Sudan IM Tool, now taken to global scale FSC Information Management Tool

Users Country-level Food Security Clusters Partners Donors User support at global level FSC Information Management Tool

Data Capture and Analysis Process Planning information: Partners complete a project sheet in for EACH planned activity they are doing (e.g. Cash for Work, Seeds and Tools distribution, etc…) in their over all programme. Project is entered into the system by cluster IM Team Actuals: Partners use the IM tool on a monthly basis to update actual values against the plans for each activity FSC Information Management Tool

What does this mean in practice: partners Instead of filling in excel files partners can now update their monthly actuals directly in the IM Tool: FSC Information Management Tool
