Why quality enforcement is needed Sheila Rainger DEPUTY DIRECTOR RAC Foundation

RAC Foundation The RAC Foundation for Motoring is an independent charity established to promote and conduct research into the environmental, economic, mobility and safety issues relating to the use of motor vehicles.

Parking stirs strong emotions In our 2007 survey:- One quarter of London motorists have been involved in a row with another motorist over a parking space one in five admits to exchanging words with a traffic warden In our 2005 survey:- 30% of motorists would move house if they lost their parking space 24% would change their job 6% would consider selling their car

Who needs parking? Residents Businesses Employers

Some parking policy goals Cut congestion Improve road safety Keep loading bays in play

What’s the goal of enforcement? Compliance or cash? “Enforcement authorities should aim to increase compliance with parking restrictions through clear, well designed, legal and enforced parking controls. CPE provides a means by which an authority can effectively deliver wider transport strategies and objectives. Enforcement authorities should not view CPE in isolation or as a way of raising revenue.”

The motorists’ view 80% of motorists said they thought parking enforcement is a revenue- raiser for local authorities RAC Foundation/ParkUp.com survey 2007

Why do they think this? That was then…

Does public confidence matter?

What does the motorist want? To know where to park legally To know how to appeal To know where the money goes

…this is now. Will the Traffic Management Act make a difference? CCTV Drive-aways

Public confidence is vital Consult on and communicate the policy. Deliver the policy fairly and transparently. Emphasise the benefits: safer roads, quicker journeys, thriving towns.
