Statistics Division Beijing, China 25 October, 2007 EC-FAO Food Security Information for Action Programme Side Event Food Security Statistics and Information for Targeting Poor and Hungry Populations at Sub-national Levels Adjustments  Food acquisition data do not reflect correctly real food consumption, especially for the lowest and highest income groups  Additional food consumption questionnaire incorporated in the Household Survey in was used to obtain:  a function for estimating consumption from acquisition in 2005  estimation of the CV of consumption due to income for the 2005 IHS data based on the ratio of SD1 (standard deviation of energy consumption due to income) to SD2 (standard deviation of energy acquisition due to income) from the data.

Statistics Division Beijing, China 25 October, 2007 EC-FAO Food Security Information for Action Programme Side Event Food Security Statistics and Information for Targeting Poor and Hungry Populations at Sub-national Levels Policy implications  The pattern of highest priority is pattern number 5. All sectors relating to income, food and health have responsibilities in taking actions to decreasing income deprivation, food deprivation and child undernutrition.  In pattern number 6 (Tbilisi) action calls for sectors relating more to food access for low income groups even if income deprivation was low.  Hunger indicators may be interpreted differently depending upon the study population being looked at in question. If the indicators on income and food deprivation referred to the total population, which is the standard procedure, the conclusions would be different than if they referred to the population comprised of households with young children.

Statistics Division Beijing, China 25 October, 2007 EC-FAO Food Security Information for Action Programme Side Event Food Security Statistics and Information for Targeting Poor and Hungry Populations at Sub-national Levels Conclusions  The indicators on poverty and hunger, as measured by the prevalence of critical food poverty, the prevalence of food deprivation, and the prevalence of stunting in children under age five, depict different food insecurity situations in population groups within a country, in this case in Georgia, in 2005  In some population groups these indicators illustrate that poverty and hunger may develop together but in other population groups the leading force may be either poverty or hunger. The nature of the household livelihoods for the different population groups may explain these differences.  The different scenarios identified by the indicators on poverty and hunger, provide inputs for tailored coordinated action in different geographical areas by different sectors.
