Employment Services

jobactive Key objective: Promote stronger workforce participation by people of working age and help more job seekers move from welfare to work The new jobactive system is focused on results and rewards performance not process. From 1 July 2015, there are now 66 organisations delivering one or more jobactive services.

jobactive services The Government is investing $5.8 billion over three years from 1 July 2015 in five services: jobactive - organisations (44) Work for the Dole - Coordinators (19) New Enterprise Incentive Scheme (16) Harvest Labour Services (5) National Harvest Labour Information Service (1)

Differences between JSA and jobactive No job placement payments - four, 12 and 26 week employment outcome payments Education outcomes only for under 18 year olds More tightly targeted Employment Fund - no training for training’s sake Less red tape Five year deeds Emphasis on job seekers with Mutual Obligation requirements Work for the Dole New payment structure for NEIS

Objectives of the programme Better meeting needs of employers Increased job seeker activation and mutual obligation More job outcomes with targets for Indigenous job seekers Less prescription and red tape

Services from jobactive organisations Three service streams Employment Fund Meeting employer needs to achieve job outcomes No training for training’s sake Work for the Dole Indigenous Targets Wage subsidies and incentives

jobactive Organisation Performance Framework Quality Assurance Framework Service Guarantees and Service Delivery Plans Star Ratings Compliance Collaboration

Indigenous Outcomes Indigenous Outcomes Targets –Separate from the Star Ratings. –Targets will be set six-monthly by stream for four, 12 and 26 week employment outcomes. –The proportion of outcomes achieved by Indigenous job seekers should reflect the proportion of Indigenous job seekers on the caseload of the jobactive organisation for that stream and in that Employment Region. –Poor performance against the targets could lead to organisations losing business. Star Ratings include 26 week employment outcomes for Indigenous job seekers.
