71-95 GHz Registration & The FCC’s Decision New Approach to Licensing –First industry-based registration system for point-to-point microwave –Compromise to unlicensed regime –Intended to simplify licensing –Immediately identify potential interference to: other commercial links government operations

71-95 GHz Registration & The FCC’s Decision Report and Order, released November 2003 –Establish service rules for 71-76, 81-86, and GHz bands –Non-Federal Government links register in third-party (non-FCC) database –Registration is on a first-come, first- served basis –Shared with Federal Government operations –Outline responsibilities of database manager

71-95 GHz Registration & The FCC’s Decision Database Manager –In March 2004, FCC sought proposals to develop and manage third-party database –FCC designated three database managers Single Registration Database –Repository of all link information –Registrations shared among database managers –Accessible to anyone

Database Manager’s Role Develop and manage link registration database Coordinate with Federal Government links through NTIA Determine if links are subject to FCC filing requirements Provide database access to anyone, any time Administer interference protection procedures, based on “first-in-time” registration

Registration Process Step 1: Nationwide license FCC Form 601, Schedule B ($830 FCC filing fee) Granted within days for non-common carrier Granted after 30 day public notice period for common carrier Assigned nationwide call sign Step 2: Individual link registration Required for each link Must use a FCC-designated database manager
