ERA-NET Objective To develop and strengthen the coordination of public research programmes carried out at national or at regional level. “Programmes” should be understood as entire research programmes, or parts of such programmes, or similar initiatives having the following characteristics: 1.be strategically planned 2.be carried out at national or regional level 3.be financed or managed directly by national or regional public bodies, or by structures closely related (e.g. agencies)

ERA-NET Participants All participants should be either:  programme owners, such as national ministries or regional authorities managing a research programme  programme managers (e.g. research councils, agencies) which implement research programmes under programme owners’ supervision  in justified cases: programme owners without a research programme but planning to set up one Participants from at least 3 different MS or AS In addition to the minimum number of participants other legal entities (e.g. charities) managing research programmes, may participate

ERA-NET may include the following activities to foster coordination and cooperation between programmes: 1 – Systematic exchange of information & best practice 2 – Definition and preparation of joint activities 3 – Implementation of joint activities 4 – Funding of transnational research ERA-NET Activities A step by step approach is proposed:

ERA-NET scheme From FP6 to FP7  Immediate success in FP6 with programme owners and managers participating more than 1000 times in over 70 ERA-NET actions.  Majority of ERA-NETs succeed in launching joint calls (>1.100 M€ national funds by the end of 2008).  Broad variety of other joint activities underpinning the success of transnational programme cooperation.  Enabler for Joint Programming.

ERA-NET scheme From FP6 to FP7  Need for a more strategic approach for MS and COM: directly linking the ERA-NETs to the themes of the Cooperation programme and to the Capacities Programme.  ERA-NET Plus actions which provide additional EU financial support to facilitate joint transnational calls.  Coherent implementation mechanisms and increased mutual learning, as well as information exchange within the wider ERA-NET community: NETWATCH and ERA-NET Learning Platform.

ERA-NET landscape: from FP6 to FP7 FP6: 71 ERA-NETs, more than 35 still running FP7:  WP 2007: 19 ERA-NET, 4 ERA-NET Plus  WP 2008: 12 ERA-NET, 4 ERA-NET Plus  WP 2009: 8 ERA-NET, 1 ERA-NET Plus  WP 2010 (expected): 16 ERA-NET  Majority of FP7 ERA-NETs on new topics with a substantial number of new participants

The future of ERA-NETs?  Self-sustained continuation  e.g. ERA-CHEMISTRY  Part of a thematic strategy  e.g. Cooperation Themes ”KBBE” or “Industrial Technologies”  From cooperation via coordination to integration  e.g. EMRP (Metrology), multiannual joint programme on the basis of Art.169
