MEANING OF STRUCTURAL TRANSFORMATION FOR US- TRADE UNIONS Import substitution- a move away from massive importation to export oriented economy Industrialisation- Agrarian and manufacturing industrialisation: food production and security value addition (beneficiation); R&D (research and technology education); The state as the driver national planning Growth + prosperity = shared (redistributed equitably) The Decent work agenda as drivers of development

DECENT WORK DEFICITS Job creation: Unemployment- (45% continent average) youth worse off Social protection: poverty and inequality high and increasing (70% live on < $2 per day) Governments‘ excuse – „the economy is stupid“- no money to finance social protection ILO Recommendation 202- Social Protection Floors. A social protection measure similar to Brasil‘s Bolsa Familia programme. Brasil also has a food and farmers‘ scheme linked to poverty/inequality Rights at work: to form and belong to union; collective bargaining – defence, protection and promotion of civil liberties Social dialogue- a space to engage in development discourse and decision-making processes

#STOPTHEBLEEDING TO ADVANCING THE DECENT WORK AGENDA Job creation- fighting unemployment, especially amongst our youth -Jobs create productivity gains: can contribute to the expansion of the tax base. -The current African unemployment average of 40% is unacceptable, dangerous and avoidable. Social protection – the state at the heart of service delivery, especially development drivers (education; health care; hygiene, sanitation and water; food and nutrition, etc) Rights at work- defending, protecting and promoting civil liberties - Strong unions can help protect jobs, income and community rights, e.g climate change Social dialogue – spaces and opportunities for Non-State Actors participation and engagement in development processes.

TAX JUSTICE- #STOPTHEBLEEDING ITUC-Africa in September 2013 took the decision to be part of the tax justice campaign So far TU Tax Justice active in Nigeria, Ghana, Zambia, Kenya, Rwanda, Togo, Niger, Cameroon, DRC? #Stopthebleeding – A Non-State Actors‘ initiative in collaboration with the AU & ECA to arrest IFF from Africa. Launched 25th June, 2015 in Nairobi, Kenya. July 2015 Regional African Trade Union Workshop held in Abuja, Nigeria and A World Press Conference held on the #stopthebleeding campaign. A television interview was also conducted. Regional launches to be accelerated. Southern Africa launch envisaged for Mid- September 2015 in Gaborone, Botswana. The West African Launched slated for late November in Dakar, Senegal. Another launch in Addis Ababa- during the FFD3 process National level awareness and mobilisation activities anticipated, and some on- going (Rwanda and Nigeria) around the #stopthebleeding campaign

CONCLUSION #stopthebleeding (stop IFF) – will help and contribute to improve state revenue base Contribute to change of tax administration and allocation Campaign has the space to improve the capacity of the different agencies/actors involved (we are interested in boosting our knowledge/capacities/alliances, etc) A bold push for effective redistribution regime – a lever to balance the fight against poverty and inequality. Mobilisation should continue to be at the heart of the campaign
