11 International Cooperation in Cooperation SP All themes open to third countries International Cooperation Partner Countries (ICPC): Countries neighbouring the EU Developing countries (Africa, Asia, Latin America) Emerging economies (China, India, Brazil, Russia, South Africa) Would be generally funded Industrialised countries (USA, Canada, Japan, Australia…) Would be funded only exceptionally Targeted calls/Specific International Cooperation Actions (SICA)
12 Other differences to FP 6 Changes in the terminology “Contract” becomes “Grant Agreement” “Contractor” becomes “Beneficiary” “Instruments” become “Funding Schemes” “Audit certificate” becomes “Certificate on Financial Statement” INCO becomes ICPC Contractual changes The “collective financial responsibility” (no bank guarantees) has been removed to lower the barriers to SME participation. Guarantee Fund established by the Commission.

Pure fundamental research Pure product development and market take-up Pure software development with no research Pure methodology with no research and innovation on technology and/or pilot cases Consultancy activities, without any real/proven industrial participation “Local” applications with no added value at European level
