Stage 1 Requirements for new features Generic requirements defined by TSG-S Domain-specific requirements defined by TSG- C (radio interface), TSG-X (core network) or TSG-A (RAN/IOS) Published as informative reports
Stage 2 Describes a protocol at a high level through descriptive text and message flows. Usually integrated into a specification with Stage 3.
Stage 3 Detailed protocol specification Describes every bit and byte in every message in the protocol Defines actions for protocol end points

Standardization 3GPP2 organizational partners may take 3GPP2 specifications and republish them as national standards. Regional or national requirements may be standardized independently by a 3GPP2 partner without a 3GPP2 specification.
