Letové prevádzkové služby Slovenskej republiky, štátny podnikwww.lps.sk INAIR 2015 Amsterdam 13th November, 2015 Miroslav Bartoš CEO, LPS SR, š. p. Chairman, Europe CANSO CEO Committee

Letové prevádzkové služby Slovenskej republiky, štátny podnikwww.lps.sk INAIR 2015 ‘ANS Provision Then, Now and Challenges Ahead’

Letové prevádzkové služby Slovenskej republiky, štátny podnikwww.lps.sk ATM in the Aviation Value Chain  ANSPs operate in a complex environment:  Fragmentation  Regulation  Requirements of customers and aviation stakeholders continuously growing:  Safety  Capacity  Cost-effectiveness  Performance  Technology  More than 40 ANSPs in Europe only  Cooperation is key

Letové prevádzkové služby Slovenskej republiky, štátny podnikwww.lps.sk Where We Come From – late 80s, 90s Differences in everything:  institutional frameworks  airspace organisation  navigation criteria  systems & technologies  ground infrastructure  equipage requirements for aircraft  certification and approval processes  civil /military cooperation  INEFFICIENCIES, DELAYS  COSTS

Letové prevádzkové služby Slovenskej republiky, štátny podnikwww.lps.sk Where We Are – 2015  11 years of SES  SES in 2004  SES II in 2009  SES II+ 2016?  Many changes – ANSPs very engaged at all levels:  FABs  Certification  EASA  SJU  Performance Scheme: safety very good, costs lower, delays gone, key topics: interoperability, environment  Network Manager  Deployment Manager

Letové prevádzkové služby Slovenskej republiky, štátny podnikwww.lps.sk Where We Are – 2015  Many changes, but:  Institutionally still fragmented (MS, EU, ECTL,...)  Completely changed economic environment  Global competition pressure  Social aspects  Airline customers disappointed

Letové prevádzkové služby Slovenskej republiky, štátny podnikwww.lps.sk How to Change?

Letové prevádzkové služby Slovenskej republiky, štátny podnikwww.lps.sk Remove barriers!

Letové prevádzkové služby Slovenskej republiky, štátny podnikwww.lps.sk Where We Want to Be  Seamless performance-driven ATM:  Simplified concept of operation  Simplified, harmonized, standardized infrastructure – globally interconnected  Aligned airspace organisation  free route airspace  Full cooperation – data management – SWIM  Less prescriptive regulation  Fully simplified institutional framework  Clear technological basis – SESAR  Removed barriers – for business and partnerships

Letové prevádzkové služby Slovenskej republiky, štátny podnikwww.lps.sk Technology Enables Evolution  Drives infrastructure – on the ground and in the air  Increased automation  social aspect  New operational concepts  Information management – SWIM  Reduction of cost of ownership  Services provided virtually from everywhere  Safety increase allows growth  Role for ICAO – Airspace Block Upgrades (ASBUs)

Letové prevádzkové služby Slovenskej republiky, štátny podnikwww.lps.sk ANSPs Are Working Together  More ANSPs will participate in SESAR 2020 than in SESAR today  Core ATM systems being defined and purchased in partnerships:  COOPANS – Austria, Croatia, Denmark, Ireland & Sweden with Thales. Now one system deployed identically in 5 countries  iTEC – Germany, Spain, UK, now joined by Netherlands, with expectations of Poland and Norway joining soon, working with Indra  CO-FLIGHT – France, Italy, Switzerland

Letové prevádzkové služby Slovenskej republiky, štátny podnikwww.lps.sk ANSPs Are Working Together  Aeronautical Information Management: UK/Norway  Borealis Free Route Airspace programme – connecting the Eastern edge of the North Atlantic to the Russian borders  Training:  ENTRY POINT NORTH being used as principle training resource for COOPANS partners with shared instructors, syllabus and facilities.  NATS providing training for Romatsa and Avinor as well as non-European States  other examples of this in training within FABEC

Letové prevádzkové služby Slovenskej republiky, štátny podnikwww.lps.sk ANSPs Are Working Together  ANSP Alliances to improve operations and reduce costs:  Gate One: Austria, Bulgaria, Bosnia Hercegovina, Czech Republic, Croatia, Poland, Lithuania, Hungary, Romania, Slovakia, Slovenia  Borealis: Iceland, Ireland, Denmark, Estonia, Finland, Latvia, Norway, Sweden, UK  A6: Austria, Croatia, Denmark, France, Germany, Ireland, Italy, Poland, Spain, Sweden, UK

Letové prevádzkové služby Slovenskej republiky, štátny podnikwww.lps.sk ANSPs Are Working Together  Competition for Airport ATC provision resulting in significant cost savings and performance improvements:  ferroNATS in Spain  Austrocontrol in Germany  HungaroControl in Kosovo  DFS subsidiary in Gatwick  ACR in Sweden

Letové prevádzkové služby Slovenskej republiky, štátny podnikwww.lps.sk ANSPs Are Working Together  Commercial agreements:  ESSP (European Satellite Service Providers) jointly started + owned by DFS, DSNA, ENAIRe, ENAV, NATS, NAVPortugal & skyguide to manage EGNOS Open Service, Safety of Life Service, EGNOS Data Access Service (EDAS)  Cross-industry initiative:  SESAR DM – ANSP (A6) initiated joined by airlines and airports  ANSP Initiatives in development  Remote towers (remote tower centres)

Letové prevádzkové služby Slovenskej republiky, štátny podnikwww.lps.sk ANSPs Are Working Together  EC initiatives support and requests:  Better Regulation initiative (Timmermans initiative) fully supported by ANSPs  EC should resist the temptation to create new regulation around industrial partnerships so as not to stifle innovation. There are considerable success stories already (as above), we do not need to stop future developments provided they comply with competition law, etc.  Help to create a Social Dialogue that persuades social partners of the positive aspects of the SES and diminishes the industrial actions, etc.

Letové prevádzkové služby Slovenskej republiky, štátny podnikwww.lps.sk The Way Ahead  Standardized operation  Cooperation – bundling expertise across areas  Remove barriers – defragment thinking and acting  Highest consideration of society’s needs in terms of safety, environment, social, security aspects  Simplified regulation – supporting business  POLITICAL WILL – states to ensure evolution

Letové prevádzkové služby Slovenskej republiky, štátny podnikwww.lps.sk THANK YOU! Miroslav Bartoš CEO, LPS SR, š. p. Chairman, Europe CANSO CEO Committee
