IAIA’07, Seoul, Korea Public Participation-CS What is RSS? The RSS should provide a broad development strategy for the region for a year period. The following matters should be taken into account: –identification of the scale and distribution of provision for new housing, –priorities for the environment, such as countryside and biodiversity protection; and –transport, infrastructure, economic development, agriculture, minerals extraction and waste treatment and disposal. RSS must not identify specific sites as suitable for development.

IAIA’07, Seoul, Korea Public Participation-CS Preparation of Statement of Public Participation (SPP) RPB is required to prepare, publish and keep under review a statement of public participation. (Section 6 of the PCPA2004) SPP should explain how and when the RPB intends to involve the public and should also identify who the RPB’s main partners will be and how it intends to work with them in undertaking RSS revision. This will include revising the statement where circumstances have changed and the original proposals are no longer appropriate.

Since CES was well prepared, SPP was smoothly prepared. In CES, Strategic objectives and engagement objectives were developed beforehand and it helped developing a concrete plan. PCPA2004What SEERA (RPB) did Preparation of SPP Regular Update Preparation of Communications and Engagement Strategy (CES) on 1 March 2004 Based on CES, SPP was developed on 22 October 2004 SPP was updated on 3 May 2005

IAIA’07, Seoul, Korea Public Participation-CS An Example of the Public involvement facts Key elements of the consultation process between January-April 2005 –Over 5,000 copies of the full draft Plan were sent to organizations in the region. –A series of 10 information workshops were held. –Assembly staff were invited to attend almost 100 public and stakeholder meetings –A third wave MORI face-to-face opinion polling questioned a representative sample of 2,003 people in the region –Some 3.8 million copies of the Your shout! Questionnaire and leaflets were distributed. – and phone line contacts were set up for queries.

IAIA’07, Seoul, Korea Public Participation-CS Conclusion and Next Step The public involvement process in SEA was completely integrated into Plan–making process. Regarding ensuring adequate involvement of the public, items described in “key findings” such as SPP preparation, seem to be effective. As for the way of dealing with “region-wide” issues, applying opinion polls in addition to area specific consultation looks effective. Will evaluate the acceptance of the stakeholders and the public for the way of being involved into plan making process as the next step.
