ROAD: ROAD: the ISSN as a matching key to aggregate quality, open access resources Nathalie Cornic Deputy Head of the Data, Network & Standards dept ISSN International 1

What is ROAD ? ROAD is a free service based on the ISSN Register With a special focus on Open Access (scholarly) e-journals, and 4 other types of resources Developed by the ISSN International Centre in support of UNESCO policy promoting Open Access science Providing access to information on +13,500 online OA resources identified by an ISSN. ROAD / UCL 2016 / Nathalie Cornic-ISSN IC/ 2

Purposes of ROAD  To help researchers identify and select quality OA resources identified by ISSN  To support OA in countries belonging to ISSN network  To demonstrate new ways of searching the ISSN Register and linking information from various sources ROAD / UCL 2016 / Nathalie Cornic-ISSN IC/ 3

How does it work? ROAD is fed by ISSN centres, national & international, adding a dedicated code ISSN records are enriched by data taken from external sources (journal indicators, indexing- abstracting services, registries…) ISSN numbers are used as a matching key crossing ISSN records / external databases coverage lists of journals and other resources ROAD / UCL 2016 / Nathalie Cornic-ISSN IC/ 4

PRESS OO and the ISSN Register A specialized and detailed model was needed to represent serials and ongoing resources “features” (frequency, medium...) changes that affect them over the time (continuations, absorptions, splits...) relationships they can have with other serials (linguistic editions...) Provide a linked-data friendly data model To improve interoperability with other datasets PRESS OO for the ISSN registry Prepare the publication of (a subpart of) the registry in the LOD Mapping of NCs’ MARC records to PRESS OO may be customized according to national practices Now an official standard of the IFLA cataloguing section. ROAD / UCL 2016 / Nathalie Cornic-ISSN IC/

PRESS OO : an extension of FRBR OO FRBR OO : object-oriented version of FRBR PRESS OO : FRBR OO for serials and other continuing resources –“An ontology which aims to represent the underlying semantics of bibliographic information about continuing resources, and more specifically about periodicals” FRBR OO chosen as a reference standard –For its object-oriented approach: convenient for linked data –As it is event-centric: to express the dynamic nature of serials –As it allows interoperability with other cultural fields (as a CIDOC-CRM extension). ROAD / UCL 2016 / Nathalie Cornic-ISSN IC/

National centres involved Top ten countries ROAD / UCL 2016 / Nathalie Cornic-ISSN IC/ 7

Partnering sources help us provide quality insight into OA resources  Selection  Indexation  Evaluation & metrics  Location and LT preservation programmes ROAD / UCL 2016 / Nathalie Cornic-ISSN IC/ 8
