11 |Suruhanjaya Komunikasi & Multimedia Malaysia| Prohibition of offensive content which is defined as “content which is indecent, obscene, false, menacing or offensive in character with intent to annoy, abuse, threaten or harass any person”. Sec 211 Fraudulent use of network facilities, network services, etc. Sec 232 General duty of licensees to assist in preventing the commission or attempted commission of an offence under the Laws of Malaysia. Sec 263 PROVISIONS UNDER CMA 1998

12 |Suruhanjaya Komunikasi & Multimedia Malaysia| Requirement to provide news Local content requirement, including language quotas (varies depending on licensee) Requirement to allocate at least 2 minutes per broadcast hour for Public Service Announcements and Government messages Prior approval is required for live and delayed broadcast Commercial advertisements- max 10 minutes/ hour Others -programmes that promote Malaysian culture and national identity a) shall not provide any content which may upset the sensibilities and sentiment of any race or religion in this country b) Shall not provide any content which contains cultural and moral values that are against the community aspirations of the nation Restrictions on prohibited content and requirement to comply with the Film Censorship Act: SPECIAL LICENCE CONDITIONS ON CONTENT

Broadcasters to leverage on the Internet to promote their existing Internet TV/portals & to develop more portals promoting their content to the public Copyright owners cooperation in identifying breach of copyright
