Horizontal Coordinators Two horizontal objectives are coordinated at high-level:  Motorways of the Sea: aims at introducing new intermodal maritime-based logistics chains (Coordinator Brian Simpson).  ERTMS: aims at achieving interoperable rail network in Europe, with ERTMS as key driver of interoperability

Interoperable rail network Rail interoperability: capability to let the locos operate on any stretch of the network. The focus is on making the different technical systems on the EU's railways work in a compliant way. Three conditions need to be fulfilled in order to achieve rail interoperability:  Removal of infrastructure bottlenecks  Introduction of ERTMS  Harmonisation of authorisation and operational rules Corridor approach: implementation of the network shall start with corridors. } Quick wins

What are the quick wins (list is non-exhausted)?  ERTMS implementation along corridors, then entire Network  Implementation of cross-broder sections  740m freight trains  Standardized operating rules (e.g. validity of timetable, process time for path requests etc.)  Harmonisation and simplification of authorization procedures for infrastructures and for the rolling stock Why we need them?  show tangible results to the stakeholders ASAP  give more certainty, credibility and support to railway How to reach them?  Implement the Breakthrough Program  explicit support of ERA

What are the benefits?  Study carried out in The Netherlands: full interoperability in the European Union provides macro-economic growth of at least 1,5% (many thousands of jobs )  at corridor level: 40% capacity increase, 25% improvement of the safety, reduction of transport cost by 20% and of the maintenance cost by 15%  at Member States level:increase in locomotive productivity of 20 – 30% (extra km/year/loco); timesaving leads to a reduction of transport costs by 11%; introduction of ERTMS significantly reduces the number of signalling related safety incidents.
