Development of a training module on integration of sustainable development and environmentally sound decision making (biodiversity mainstreaming) within Tawana Landboard

Problem statement UB-HOORC working with Tawana Landboard –Develop a training module for the Tawana Land Board called “ sustainable development and environmentally sound decision- making training course “ to assist their members to be able to identify situations where : –there is no coherent land use plan –Land board members are not adequately equipped to guide development –there is need to improve the way decisions are made and the way planning is done –there is need to build capacity of land boards to make informed decisions about sustainable development, sustainable landuse planning and biodiversity considerations

Training needs Tawana Land Boards needs make the land board into a more professional body make the land board aware of the consequences of their decisions make the land board aware of the factors or issues of concern when dealing on land management Make the land board capable of integrating biodiversity concerns in their day to day work Other Institutions Needs -Make them capable of supplying timely and quality information

IMPLEMENTATION STRATEGY Process to date Reviewed literature to establish the current landuse planning processes in theTawana landboard established the issues of concern about the Tawana Land Board & existing the landuse planning process established the extent to which the principles of biodiversity conservation or sustainable have been mainstreamed into the planning processes. designed and produced a Training Manual, Present the draft to reference group Receive and integrate the comments

Cont’d Process in the future Train trainers at UB-HOORC on the use of the manuals. Receive comments &incorporate Conduct a pilot training with draft training manual on a focus group of the Tawana Land Board with the UB trainers integrate the comments from the pilot training to produce the final training manual

Issues Table structure –Catergorezation Policy and legal Technical issues Administrative issues Other institutions issues Composition and selection issues Capacity issues Recordkeeping and capture –Description of challenges –Required Actions More issues than could be answered by this assignment

Summary of Issues Policy and Legal -don’t have own policies & need capcity to do it Do not have to take DLUPU’s advice Have no appreciation of legal issues and their implications Use fragmented and conflicting policies and regulations from different departments No policies on what to do with allocations made before Botswana acceded to RAMSAR, CBD etc

Cont’d Technical and capacity -Technical offiers are in other departments -Overlapping jurisdictions causes confusion during implementation Monitoring of consumption and discharge /emission rates in the delta No understanding of sust.land mgt and biodiversity issues No EIA procedures Ex-officio members do not prioritize land board assignments

Cont’d Other institutions & composition LB members have no relevant qualifications anddd experience Both minsterial and Kgotla selection is subject to abuse D.Council responds slowly or does not consult the LBd on other issues Lack of interest by DLUPU members results in low attendance in meetings& h

Cont’d Admin& recordkeeping -Serious delays in allocation etc -lack of transparency of LBd members Partial decentralisation has caused a lot constraints No proper records capture, cataloging and proper recordkeeping The four authorities at distrct level only help to cause confusion
