Measurement in Current Activities/Programs Currently measure a variety of programs/activities in a variety of ways:  Completion of mandated activities  Sites cleaned up  Grants awarded  Impact of loans on creation of jobs

Measurement in Current Activities/Programs Permitting and Enforcement – LEA Evaluations: Complete all LEA evaluations in 3 rd cycle within mandated 3-year timeframe – Landfill Inspections: Complete 100% of all 18- month landfill inspections on time and increase submittal of LEA inspection reports within 30-day required timeframe to over 95%

Measurement in Current Activities/Programs Waste Tire Management: – Award an estimated $12.8 million in grant funds annually for clean up, enforcement, tire recycling and business assistance – Principal performance measures are contained in 5 Year Tire Plan

Measurement in Current Activities/Programs Waste Prevention & Market Development: – E-waste: Review and approve, adjust or deny payment claims within 60 days Approve 300 collectors and 32 recyclers by Jan 06 – RMDZs and Loans Assist 50 businesses each year to start up or expand Increase the quantity of recycled feedstock used by RMDZ businesses by 10%

Measurement in Current Activities/Programs Diversion, Planning and Local Assistance – Reduce the number of jurisdictions that submit late Annual Reports by 10 percent – Complete 422 Annual Report reviews within 120 calendar days

Measurement in Current Activities/Programs Administration and Finance – Process all invoices and claims (from receipt to transmittal to Controller’s Office) for payment within 30 days – Reduce processing of all service requests within Business Services from receipt to completion by 25% from current baseline

Market Assessment Action Plan  Conduct market assessments throughout state to determine why potentially recyclable materials are not reaching markets, and  Identify barriers and opportunities for new or expanded markets

Market Assessment Action Plan Specific Tasks and Targets  Complete in-house inventory, compilation and analysis of existing information on disposal, diversion, and flow of significant material types by July 2005  Develop flows for materials by region and assess potential for additional diversion/local and regional sustainable market opportunities by February 2006

Market Assessment Action Plan Specific Tasks and Targets  Stakeholder workshops in August 05 and March 06  Propose clear strategies to Board on covered commodities (waste types) to increase diversion and develop sustainable domestic markets by July 2006.

Green Procurement Action Plan  Create a toolbox to provide support for government and the agricultural community  Increase demand for recycled content and EPP and materials by state and local government  Encourage the use of compost and mulch for agricultural purposes

Green Procurement Action Plan Specific Tasks and Targets Long Term:  Decrease the amount of organics disposed by 190,000 tons to achieve an additional.25% diversion by 2007  Decrease the amount of C&D’s disposed by 644,000 tons to achieve an additional.8% diversion by 2007  Decrease the amount of tires disposed by 10,000 tons (3%) to achieve an additional.01% diversion by 2007

Green Procurement Action Plan Specific Tasks and Targets Short term (12-18 months)  Double compost and mulch purchased by CalTrans and double every year after through 2009  Increase the amount of recycled aggregate purchased by CalTrans for road base by 10%

Green Procurement Action Plan Specific Tasks and Targets  Increase CalTrans purchase of RAC by 5%  Increase local government purchase of RAC by 15%  Green 5 DGS specifications through strategic sourcing initiative

Technologies Assessment Action Plan  Investigate technical, economic, environmental, and other aspects of: – anaerobic digestion – Bioreactor landfills – Other emerging waste management technologies

Technologies Assessment Action Plan Specific Tasks and Targets Long Term:  By 9/06, obtain verified and publicly accessible data on emissions, pollution controls and environmental impacts from solid waste emerging technologies  By 2/07, complete case studies of operational, environmental, economic, and market aspects of emerging technologies (including successes, failures and impacts on recycling markets)

Technologies Assessment Action Plan Specific Tasks and Targets Short term (12-18 months):  By July 2005, adopt Subtitle D RD&D regulations that will allow the permitting of bioreactor landfill projects  By July 2007 complete regional (w/in CA) breakdown of availability and type of MRF residuals  By July 2007 complete technical research on anaerobic digestion

Diversion Goal Measurement Action Plan  Design a simpler measurement system that provides more timely and accurate indicators of disposal reduction

Diversion Goal Measurement Action Plan Specific Tasks and Targets  By June 2005, complete draft staff proposal for alternative measurement system and present to the Board  By September 2005, finalize Board approved proposal for use in legislative process

Additional Areas for Future Action Plans  Training  Universal Waste

Policy Areas for Discussion  Need for Board discussion and direction in a variety of areas  Staff to bring items to Board  Areas such as Enforcement, Training, Grants, Financial Assurances

Next Steps Current Priorities  Continue to refine existing and develop additional appropriate performance measures for program activities
