Crossrail: Station Accessibility Matthew Lodge 10 July 2013

Background to the Project Maidenhead / Heathrow to Abbeywood / Shenfield New tunnel under central London –Paddington to Pudding Mill Lane (Stratford) Custom House (via Canary Wharf) Operating on existing Network Rail routes (track and stations) East and West of London –Great Western –Great Eastern Taking over existing services

Crossrail

Current Progress Overall - 40% complete Tunnelling – 14.4km complete (as of 3 July) Construction progressing well – but now considering in detail the operational elements Crossrail rolling stock procurement - underway CTOC procurement – underway

Planned Opening Dates May 2015 – CTOC takes over Liverpool St to Shenfield Stopping services May 2018 – CTOC takes over Heathrow Connect with increased frequency Central tunnel opens Dec 2018 Paddington to Abbey Wood May Paddington to Shenfield Dec Heathrow and Maidenhead

Crossrail: Stations Combination of –new stations on sections of ‘new’ railway –existing stations on the national rail network to the East and West All new stations will be accessible Accessibility improvements at other stations differ Overall 30/37 station will be accessible Increases to 31/38 if Woolwich Station is approved 2 will be partly accessible (London bound only) 5 will not be accessible

Crossrail: Stations All the new central area stations will be step free access station to trains An estimated 93% of all passenger trips on Crossrail will start and end at a station with step- free access from street to platform

Crossrail: Stations Stations that are not planned to be accessible: Hanwell Iver Maryland Manor Park Seven Kings Stations that will be accessible - London bound only Langley Taplow Accessible street to train (all central area stations) Paddington#, Bond Street, Tottenham Court Road, Farringdon#, Liverpool Street#, Whitechapel#, Canary Wharf, Custom House, Woolwich*, Abbey Wood * Delivery of the station subject to funding agreement # refers to the Crossrail platforms / services

Crossrail: Stations Why not a full accessible network? –2008: recognised that the funds available would not allow all stations to be accessible –Accepted that access to Crossrail may require travelling to the next station –Justification was accepted by the House of Lords Select Committee –Where no significant building works were planned judgement around step free access based on: Footfall Cost Nearest accessible stations

TfL Plans and Proposals TfL currently looking at the possibility of increasing the number of Crossrail stations with step free access Part of a package that would increase the scope of Crossrail works at Surface Stations Not funded A4A type works cost of up to £30m forecast Indicated that they might seek Access for All funding Ministerial view on this unclear given that –A4A should not be used to supplement major projects –Funding would represent 30% of the CP5 A4A funding (£100m) –Business case currently unclear

Transport for All –Met with DfT and CRL officials –Interviewed with Howard Smith on Radio 4 ‘You and Yours’ – 5th July –Due to see Stephen Hammond MP on 18/7 –Lodged a complaint with Advertising Standards Authority about describing Crossrail as accessible –Seeking detailed costing information on access improvements –Primarily focused on London area stations

Next Steps Officials will be providing information to Ministers shortly in advance of the meeting with Transport for All Will be for Ministers to decide what – if any – further actions they want to take. Will need to consider the role of TfL – joint Sponsor of Crossrail Ministers did note at the recent Crossrail APPG that funding for Crossrail was tight
