+ UHMFS COMMITTEE ON ADMINISTRATION AND BUDGET JANUARY 20, 2015 RESOLUTION ON THE REORGANIZATION OF THE UHM OFFICE OF RESEARCH COMPLIANCE(ORC)
+ VPRI’S PROPOSAL Nine(9) research-related units report directly to the VCR, i.e., 1) School of Ocean and Earth Science Technology; 2) UH Cancer Center; 3) Waikiki Aquarium; 4) Lyon Arboretum; 5) Institute for Astronomy; 6) Water Resources and Research Center: 7) Environmental Health and Safety Office; 8) Center on Aging; and 9) Office of Research Compliance (ORC). ORC includes the Human Studies Program, Animal Welfare and Biosafety Program, Animal and Veterinary Services Program, and Research Integrity Program. The ORC is proposed for transfer to the OVPRI in this reorganization proposal.
+ TIMELINE In May 2015, the BOR received a written report from WICHE prepared at the Board’s request on whether the role separation of the UH System President from the UHM Chancellor or other management/leadership changes should be reconsidered. This 2015 WICHE report strongly recommended maintaining the current structure; i.e. separating UH President’s position from the UHM Chancellor. In August 2015, BOR affirmed this and directed the UH President to develop, consult as required, and present for approval, administrative reorganizations designed to: 1) reduce costs and improve efficiency/effectiveness of support services via consolidation/realignment of responsibilities at system and campus level offices; 2) establish clear lines of authority; and 3) minimize duplication of effort.
+ TIMELINE, CONT’D At the 9/17/15 BOR meeting, Dr. Michael Bruno is appointed as the new VCR at $26,250/month or $315,000/annum (Note: VCR and VPRI positions were advertised in Chronicle of Higher Education on 3/13/13 so this is 2.5 years later) On 10/2/ days after VCR Bruno was appointed and before his start date of 1/1/16-- VPRI Syrmos submits to the MFS SEC and ACCFSC a proposal to transfer the UHM ORC under the VCR into his office. At this point (i.e. 10/2/15), the Assistant Vice Chancellor of ORC and his faculty/staff have yet to see the reorganization proposal and the unions have yet to be consulted.
+ TIMELINE, CONT’D On 11/4/15 CAB met with VP Syrmos on the ORC Reorg Proposal. CAB requested that he address the MFS Reorg Checklist questions and to provide a detailed accounting of how the $1.1 M cost savings were determined. CAB provided a physical copy of the Checklist to VP Syrmos at that meeting. On 11/30/15, CAB asked again via SEC for answers to the Checklist and again details on the estimated cost savings. No answers to Checklist provided and the basis for the cost savings provided on 12/17/15 by the VPRI’s secretary was the budget surplus for FY15, which is already achieved by ORC without the reorganization. + TIMELINE CONT’D Statement of 12/17/15: “The OVPRI estimates that the cost to sustain the ORC as a system will be approximately $1.4 million; this estimation is based on an analysis of ORC’s FY15 operating costs; an assessment of FY15 budget surplus; the continued success of the Animal & Veterinary Services as a self-sustaining entity; and ongoing endeavors to review and analyze how to increase operational efficiencies to achieve the estimated cost savings goals.”
+ Logical – ORC resides at UHM but performs system-wide duties and therefore it makes sense. Transfer will be seamless – Duties, responsibilities and reporting relationships for vast majority of ORC staff will remain the same and there will no reduction in temporary or permanent staff. Minimal Impact – 1)Only a few BU 08 positions will have position descriptions and reporting relationships changed; 2) 3 out of the 4 ORC office will relocate to Sinclair Library and only the Animal Veterinary Services (AVS) Program will remain at Biomed Sciences Bldg. VPRI’S ARGUMENTS IN SUPPORT OF THE PROPOSAL
+ CAB’S ISSUES WITH THE PROPOSAL -BACKGROUND Lack of Consultation - NO consultation or feedback from ORC AVC/faculty/staff was sought by the VPRI during the development of this proposal. Also learned through an interview with ORC that the majority of the staff were not supportive of this proposal. Academic emphasis may be lost by moving to System. Lack of Respect for Shared Governance – No response as of this date (1/20/16) from the VPRI on the MFS Reorg Checklist questions and inadequate details of how the $1.1 million in savings would be realized, in spite of repeated requests. Lacks Full Disclosure -1) Planned transfer of $650K in G-funds into System to pay for RCUH positions to realize ‘cost savings’ in fringe benefits, which is not mentioned in the proposal; 2) Concerns re impact to staff, e.g. will the RCUH positions to be paid with G-funds be subjected to the same recruitment process required of G-funded positions? 3) Moving and/or new furniture costs, salary changes, etc? No details provided.
+ CAB’S ISSUES-BACKGROUND (CONT’D) Potential Impact on RTRF Allocations – If ORC is moved from UHM to System, will System be reducing current UHM RTRF allocations because of ‘additional research support to UHM’? (Note: UHM generates $345 million out of a total $ million generated throughout the System so this could be significant). Overall Lack of Transparency –Rationale unclear as to why the new VCR was appointed at the 9/17/15 BOR meeting at $315,000 per annum if duties were to be reduced. Appointment should have taken place after duties were clarified and salary adjusted to reflect reduced duties.
+ RATIONALE OF RESOLUTION NO EVIDENCE of increased organizational or cost efficiencies. Proposed cost saving of $1.1 million is not verifiable. All cost estimates are not provided. NO EVIDENCE seen to minimize/eliminate duplication of efforts. Per Job Ad in Chronicle of Higher Education for VPRI on 3/13/13, “VPRI directs and manages system-wide research administration and support as well as compliance support services not delegated to the campus level. The reorganization proposal contradicts this and also purports to reduce the VCR’s duties for which he was recruited for. NO EVIDENCE that the reorganization will establish clearer lines of authority and responsibility. Access to ORC Services for UHM researchers may become less streamlined, i.e. via respective Dean/Director UHM Chancellor’s Office UH President OVPRI.
