USAR OVERVIEW   Urban Search & Rescue (or USAR, or SAR) involves location, extrication and initial medical stabilization of victims trapped in a structural collapse due to natural / man made disasters. It may also include collapsed mines, trenches, swift water rescue, wide area search and has a subset of Fatality Search and Recovery. 4

POLICY Disaster management is the government responsibility Central Government through the National Coordinating Agency for support, facilitate, coordinate, provide assistance necessary resources area Public and private participation is now organized as an asset that can be used for distribution and assessment of humanitarian needs 5
