Measures Being Discussed Today New Construction: Idaho ENERGY STAR Single Family New Construction: Montana ENERGY STAR Single Family New Construction: Energy Star Homes SF - BOP2 ID/MT New Construction: Energy Star Homes SF – DHP TCO ID/MT These measures are currently active, sunset on 12/2015 2

Presentation Objective Today, we are seeking decisions on: 1.Deactivate DHP TCO and BOP2 prescriptive paths for ID and MT 2.Decision on ID and MT New Construction measure – Should it be (a) deactivated OR (b) accept updated measure analysis? Note: If approved, measures will be Planning due to presence of Commissioning Controls and Sizing (CC&S). RTF approved CC&S research strategy exists 3

Changes in ENERGY STAR Program Delivery (contd.) The NW ENERGY STAR reference home is a performance metric Homes with modeled consumption less than the ENERGY STAR reference home qualify as ENERGY STAR – Currently modeling is done in REMRate 6

RTF Decision - 1 “I, _______, move the RTF to deactivate the following measures as they are not being supported by NW ENERGY STAR: New Construction: Energy Star Homes SF - BOP2 ID/MT New Construction: Energy Star Homes SF – DHP TCO ID/MT” 7

Change in Residential Building Code Idaho and Montana both adopted IECC 2012 with separate amendments Need to split current measure into separate measure applications for ID and MT – Current measures were combined as ID and MT used similar code for SF NC Key differences: 8 PropertyIdahoMontana Infiltration7 ACH50*4 ACH50 WindowsU-0.32U-0.35 *Some jurisdictions have opted to follow IECC standard of 3 ACH50. Population weighted average value is 6

Required Changes in Published ENERGY STAR Specification This is where code has caught up: Ceiling Insulation: MT code U-value for IECC zone 6 is may be higher than ENERGY STAR requirement for that zone depending on building geometry Below Grade Walls: Must meet minimum state code requirements Infiltration: Current requirement is 4 ACH50; need to clarify that infiltration must meet IECC 2012 standard 3 ACH50 in jurisdictions that require it 10

Required Changes in Published ENERGY STAR Specification (contd.) These measure related requirements need to be clarified: Heat Pumps: Require all installation to do CC&S. CC&S is a significant source of savings (~66% of heating savings); presence of CC&S makes this a planning measure – All measures with CC&S are currently planning; RTF approved CC&S Research Strategy exists Appliances: Currently requires all appliances be ENERGY STAR; in the proposed measure only dishwashers are ENERGY STAR – As per current RTF workbook, no savings associated with dishwashers 11

Measure Specifications (contd.) Measure specification for ENERGY STAR has remain unchanged despite federal and state code upgrades – Home envelope efficiency – Appliances federal standards Reduced efficiency gap between state code and ENERGY STAR – NW ENERGY STAR team intends to move to a protocol based savings metric in the near future, keep the ENERGY STAR specification unchanged until then 12

RTF Direction Required CAT proposes these measures be deactivated – No significant building shell improvements over code in Montana – No significant building shell improvements over code in Idaho with the exception of infiltration in parts of Idaho – Main source of heating savings is CC&S requirement in reference home. Note: This CC&S Planning estimate would be eligible for trade off – NEEA intends to develop the Next Step Homes standard protocol measure for all Single Family New Construction RTF has been tracking progress on this standard protocol and is helping NEEA develop this NW ENERGY STAR does not plan to keep RTF UES measures for new homes past 2016; the RTF will likely deactivate these Planning measure anyway – Individual measure components can be developed as stand alone measures; DHP for new construction already planned Note: Staff will follow up on status of WA and OR ENERGY STAR SF measures w.r.t. code as well and report to the RTF if necessary 13

Should the Measure be Deactivated? Contacted the following utilities to inquire if they would be fine with measure deactivation, they were fine. Flathead Electric Missoula Electric Coop Mission Valley Power Ravalli Electric NW ENERGY STAR reported the following uptake in the last 2 years for SF homes (mostly pre code update): 14

Energy Savings Analysis: What Should the Baseline Heating System Be? 18 Then: Now: Under current ENERGY STAR program, the same savings can be claimed by a home with any heating system type as long as it meets performance of Reference Design Home

Energy Savings Analysis: Baseline Assuming that the baseline code home has the same heating system as its energy efficient home may not be appropriate in the world of performance based measures where a builder can test different heating systems among other measures for trade-offs on energy consumption. CAT recommendation: This measure is Planning; make the simplifying assumption that base case has the same heating system type as ENERGY STAR performance reference home (Heat Pump) – A more detailed baseline discussion will be had when developing the New Construction Next Step Homes Standard Protocol 19

Energy Savings Analysis: Heating Savings calculated using SEEM Phase 1 and Phase 2 calibration applied New SEEM workbook developed by updating previously QC’ed new construction SEEM workbook 20

Energy Savings Analysis: Lighting New Residential Lighting Workbook applied to calculate baseline lighting energy use and energy savings RBSA data used to determine lamp type data per average SF home – Total sockets, sockets per lamp type Res Lighting workbook applied to RBSA- determined lamp data to calculate baseline energy consumption, savings and incremental cost 21

Energy Savings Analysis: Low Flow Showerhead Basis of savings calculations is latest RTF workbook Savings per home are calculated by first multiplying number of showerheads per home (RBSA) by per unit savings from showerheads (Any, Direct Install). The number of showerheads per home estimate from RBSA was adjusted to represent larger size of new construction 22
