GSC-9, Seoul The last Years Work ETSI consulted widely with the initial document TR Major sources of discussion were: –the approach of manufactures to testing of equipment for “placing on the market”; and – the approach by regulators in “after market” testing. Whilst these issues are engendered by the EU legislation a similar position exists in many countries. The TR suggests an approach to the overall issues.

GSC-9, Seoul Documents ETSI has produced: –TR Recommended approach, and possible limits for measurement uncertainty for the measurement of radiated electromagnetic fields above 1 GHz; and –A new specification, TS , on the validation of fully lined anechoic chambers up to 40 GHz, for radio parameter testing.

GSC-9, Seoul Testing above 40 GHz The measurement of radiated fields above 40 GHz has been identified as an issue, This will become a “major issue” as: –EMF regulation changes from testing “equipment” to testing the “environment”; –The radio transmitting spectrum increases to above 40 GHz i.e. up to 80 GHz; –Spurious emission requirements extend up to 300 GHz; and –Test standards do not keep pace with the advancing technologies.

GSC-9, Seoul Cost Effective ? With many radio items being sold worldwide imbedded into IT or domestic equipment, and with the crossing of frontiers by travellers, it would seem to be appropriate to consider aligning the common radio test methods and units of measurement. This would provide the following advantages:

GSC-9, Seoul Advantages 1) Allow all parties (manufactures, users and regulators) to compare results using common information; 2) Be cost effective for industry and other stakeholders; 3) Standards makers would have a common "cook book” of radio test methods to use; and 4) Reduce potential conflict between regulators and manufactures.

GSC-9, Seoul Action Required In line with GRSC 8/4 we should aim for: “global harmonisation of measurement methodologies”. ETSI recommends that a GSRC Task Group, working electronically between interested parties, produce recommendations for a common test methods “cook book”. The TG should also encompass the EMF safety test methods.

GSC-9, Seoul ETSI’s Contribution ETSI would suggest Mr Alan Dearlove for the post as convener of the group. Alan has been responsible for the production of TR and has considerable experience in this area.
