Campaign Planning Process 29 March 2006 Step 4E – Determine Prioritized Supporting Effects UNCLASSIFIED

2 Learning Objectives This module will cover Step 4E of the Campaign Planning Process. Aim of Step: –To select from the list of Supporting Effects (SEs), those that reflect the CCTF’s Intent for the early stages of the campaign. Starting Conditions: –CTF Campaign Plan Directive (draft) is distributed. –FID (draft) is distributed.

UNCLASSIFIED 3 Learning Objectives Basic Process: – C5 PLANS forms an SE OPT to determine the SEs required for the initial crisis response by the multinational force (MNF).  Representatives from the CTF Staff, Components, & subject matter experts should be involved in this process.  The Red Team (C2, C5, C7, & POLAD) assists in this process. –The OPT reviews the prioritized SEs & categorizes the SEs into a SE List. –The SE List provides the CCTF, Staff, Components, & other included major actors / stakeholders with a tool to develop tasks that help achieve the initial operational objectives (conditions).

UNCLASSIFIED 4 Learning Objectives Basic Process: –CCTF backbrief is conducted for approval of prioritized SEs & component command –Prioritized SEs are published in Warning Order 3 (which includes draft component missions).  Warning Order 3 serves as the basis for Components’ detailed mission analysis & is the foundation for Linking of Planning (conditions) to Execution (tasks) during Step 5 of the Campaign Planning Process.

UNCLASSIFIED 5 Learning Objectives End Conditions: –SE List is completed. End Product of the Step: – Warning Order 3 is published outlining the prioritized SEs & Component missions.

UNCLASSIFIED 6 Preliminary Notes CTF components must be thoroughly involved in this step. All SEs cannot be acted upon simultaneously; therefore, prioritization of SEs (“WHAT needs to be done”) during the initial stages of the crisis response is required.

UNCLASSIFIED 7 Preliminary Notes Upon issuance of Warning Order 3, CTF Components have full knowledge of the entire network of conditions & effects that make up the Campaign Framework. Components understand priorities to be addressed early in the crisis to set the immediate conditions for subsequent activities & eventual achievement of the Operational End State.

UNCLASSIFIED 8 Step 4E – Determine Prioritized Supporting Effects Main Actions SE OPT conducts an analysis of the SEs based upon CCTF Intent, Mission, Campaign Framework, DP Matrix, & Operational End State. Red Team assists in analysis. SEs required for the early stages of the campaign are identified.

UNCLASSIFIED 10 Step 4E – Determine Prioritized Supporting Effects Main Actions Once selected, SEs are grouped & represented in a SE List to: – Show associated SEs grouped together for functional perspectives. –Clearly outline SEs requiring the assistance of the other actors / stakeholders.

UNCLASSIFIED 11 Step 4E – Determine Prioritized Supporting Effects Main Actions SE OPT develops CTF Component Missions arising out of the SE List & drafts Warning Order 3. CCTF backbrief is presented to outline the prioritized SEs, component missions, & Warning Order 3. Warning Order 3 is published. CTF Components complete their detailed mission analysis in preparation for tactical level COA development (follow-on planning step).

UNCLASSIFIED 14 Summary Prioritization of SEs allows CTF Components to complete mission analysis & supports better coordination with other actors / stakeholders to determine “WHAT” needs to be done early on in the crisis. Setting a foundation for success requires “smart” prioritization of the initial SEs.
