Purpose  Amend the ordinance relating to Emergency and Non-Emergency Medical Care and Transportation – Modifies the role of the Emergency Medical Services Advisory Council (EMSAC) and the Emergency Medical Services Office (EMSO) to better reflect current functions  Update the Resolution that addresses EMSAC membership in order to address inherent conflicts – Allows for continued participation of the key public safety and health care leaders who make up the system

 Collaboration of 10 EMS agencies, 3 hospital systems, multiple educational and community partners – Provides service to the entire county – Among the largest EMS Systems in the country – Unified approach to patient care and education – Recognized nationally – Streamlined information sharing and best practices Orange County EMS System 8 EMSAC is the “glue” that keeps the organization together

 County Code - Chapter 20 requires establishment of the EMSAC by resolution – Provide oversight and strategic planning for EMS System – Form committees regarding EMS operations & quality management – BCC recommendations regarding certificates, licensing, and medical direction contract  Membership: Fire Chiefs, EMS managers, physicians, hospital administrators, and subcommittee chairs EMS Advisory Council 4 EMSAC can not be sustained as currently constructed

EMSAC Conflicts & Challenges  Term limitations and residency requirements exclude vital members of the EMSAC, including fire chiefs and hospital administrators*  Some important EMS community members not represented  EMSO and Medical Director services provided by contractual agreements in the past are now fulfilled by full-time County employees  Current provisions add extra steps that delay the processing of certificates and licenses EMS Advisory Council 11 *Orange County Code - Section 2, Article VI CREATION, OPERATION, REVIEW OF ADVISORY BOARDS

Draft Ordinance  Modifies the function of the EMSAC in recommending BCC approval of COPCNs & Paratransit Licenses  These applications are currently submitted to the BCC for approval by the EMS Office  Adds an annual report from the EMSAC to the BCC  Deletes reference to contractual agreement with Medical Director  EMS Medical Direction has been provided by fulltime county employees for over 10 years Goal: Amend the Code to better reflect current functions of the EMS Office and the EMSAC

 Preserves EMSAC’s role in maintaining standing committees – Quality Council, Medical Control Committee, EMS Operations Committee  Preserves EMSAC’s role in providing oversight and strategic planning to the EMS System  Does not change EMSAC’s requirement to comply with Florida Sunshine and Public Records laws Draft Ordinance Goal: Amend the Code to better reflect current functions of the EMS Office and the EMSAC

Draft Resolution Draft Resolution addresses:  Reconstitution of the EMSAC  Membership  Duties and Responsibilities  Subcommittees Goal: Revise the EMSAC Resolution to address inherent conflicts and improve membership profile

Draft Resolution  Reconstitution of the EMSAC  Shall not be an “Advisory Council” within the meaning of Section 2, Article VI of the County code – Nominees shall not be subject to MMRB approval – The EMSAC members will be local public safety and health care leaders whose jobs necessitate ongoing participation – MMRB was consulted on this issue and is in support of the proposed change The proposed changes do not effect the EMSAC’s requirement to comply with Florida Sunshine & Public Records Laws
