WOTF Update: ROS Voting Items  Item 3g, Changes to Protocols/Guides: Dynamic line ratings The WOTF believes the implementation of current technology for dynamic line rating on selected lines can possibly / probably reduce the cost of congestion, without affecting reliability. The TSPs in the west are using dynamic line ratings -- Oncor uses ambient thermal ratings on virtually all of their lines. AEP and Oncor have started usage of tension devices on a limited basis. Also, the WOTF is still exploring practices in other markets. The WOTF requests the RPG (Regional Planning Group) to explore the potential for further implementation of dynamic ratings to more fully utilize the grid.

ERCOT staff to query each wind plant. Phase 2: Identify what the capabilities should be from both an operations and planning standpoint. Hold another wind workshop. Phase 3: Modify the Operating Guides or Protocols as needed to include results of Phase 2. Phase 1: June-July; Phase 2: September; Phase 3: November

WOTF Update: Open Issues Item 1dInterconnection Process: Generation Interconnection Synchronization checklist (how will generation unit’s provide reactive support/voltage control) 09/2008 ERCOT staff will propose a voltage control test at wind workshop #2 (late Aug?). Protocol or Guide change proposal to follow.

WOTF Update: Open Issues Item 2aCompliance/Performance Measures: 24/7 communication must be available for TSP to reach wind generators 08/2008 WOTF provided a document detailing communication criteria to ROS in May. ROS directed the WOTF to further develop and also provide documentation for the criteria for the timing criteria for 24/7 communication between ERCOT and Wind Farms. WOTF will draft a PRR and/or NPRR to implement the compliance issue changes necessary for all generators. Retrofitting is an issue for further discussion.

WOTF Update: Open Issues Item 3aChanges to Protocols/Guides: Wind Generation ramp rate limitations [assigned to ROS & WMS] ERCOT staff will be providing a tabulation from PI data indicating how often this has been a problem. While the QMWG is discussing market issues of implementing a ramp rate limitation, the WOTF needs to review reliability issues of same.

WOTF Update: Open Issues Item 3cChanges to Protocols/Guides: Ancillary Service procurement methodology (Increase RGS, RRS, NSRS during high-risk periods) [assigned to ROS & WMS] The WOTF will review recommendations from the WMS for reliability concerns. (Randy, is that correct?) Begin review after WMS’s action.

WOTF Update: Open Issues Item 3eChanges to Protocols/Guides: Evaluate transmission line and wind power production outage criteria The ROS / WOTF should review any WMS / CMWG recommendations on this issue for reliability considerations. Begin review after CMWG action.

WOTF Update: Open Issues Item 4Training: wind generator knowledge of plant equipment/controls/best practices (a) Wind workshop #3 will cover certain topics. (b) A list of topics for training of wind plant operators is being developed. List of topics: June; Wind Workshop #3: September; Training to follow.

WOTF Update: Concluded Issues Item PDCWG 1 What can be done to improve STLF performance when previous day load profile and current day load profiles are obviously different? Can a ‘similar day’ profile be substituted for the previous day profile? COMPLETE 05/2008 WOTF recommended no further action on STLF to ROS in May. This is addressed by Item 3b below, which ROS in May endorsed the language of a draft PRR.

WOTF Update: Concluded Issues Item PDCWG 2 All QSEs including wind QSEs MUST be vigilant in updating their Resource Plan and keeping it accurate. COMPLETE 05/2008 This is addressed by Item 3b below, which ROS in May endorsed the language of a draft PRR. In addition, the QMWG is addressing the issue of further updating of the Resource Plans after the RPRS is run.

WOTF Update: Concluded Issues Item 3bChanges to Protocols/Guides: PRR to mandate use of AWST 80% forecast in wind Resource Plans COMPLETE 05/2008 ERCOT ISO presented a draft PRR for “Use of WGRPP as Planned Operating Level in Day-Ahead Resource Plan for WGRs” to ROS in May. ROS endorsed the language. See also Issue # PDCWG1.

WOTF Update: Concluded Issues Item 3dChanges to Protocols/Guides: Mid Term and Short Term Load Forecast weather sensitivity COMPLETE 05/2008 WOTF recommended no further action on STLF & MTLF to ROS in May. This is addressed by Item 3b above, which ROS in May endorsed the language of a draft PRR.

WOTF Update: Concluded Issues Item 3fChanges to Protocols/Guides: Run multiple CSC limit studies COMPLETE 06/2008 Increase the frequency of calculating the CSC limits; no Protocol change necessary. This is now complete for all five CSCs, as of June 10, See Market Notice # W-A Operations. However, PRR 764 requires further software changes to post the results. Also, ERCOT staff has said the procedure changes would be documented.
