The Solutions Exchange Bill Piatt August 17, 2004

The Essential Questions What is it? Why bother? How will it work? What is the timeline? What does it look like? What is my role?

What is it? Repository of re-usable capabilities other agencies can “poach” for their own use Solutions deemed to be reflective of best practices in government A set of ideas – best practices – that should grow over time An effort that provides a very high ROI

Why bother? Timely access to existing government- funded IT solutions Reduce the transaction cost of finding useful solutions developed elsewhere Speed development and lower costs on certain classes of applications & business processes Buy once, use many times

How will it work? Agencies submit nominations of re-usable capabilities to Approved submissions are posted at the CIO.gov website Agencies review postings and download content for their adaptation & use Metrics will be devised to quantify the benefit to government from re-use of these systems/approaches/content

What is the timeline? Currently accepting initial submissions CIOs will review, assess and comment on beta version during August CIO Executive Committee will discuss needed enhancements at meeting in September Launch is anticipated for October 1, 2004 Calculating ROI and use statistics will begin upon launch

Ground Rules 1. All members of the CIO Council should contribute a minimum of three solutions. We have many similar needs within our agencies ranging from templates and processes to applications and design methodologies. Virtually every agency has some application or process that it is proud of - we need to make them visible. 2. We should all make use of others' good work. Drawing from these solutions saves money and speeds delivery of new capabilities. This "build once, use many" approach can dramatically enhance the return on taxpayer investment in federal IT. It is about promoting productivity 3. Include all information necessary for another agency to implement your solutions. 4. Respond to CIO Council requests for information on your use of solutions. 5. The Solutions Exchange serves only to bring parties together. The actual exchange of a solution is a partnership between the owner of that solution and the party that is interested in re-using that solution. 6. The Solutions Exchange and thereby the Council makes no effort to validate any of the solutions nor does it seek to review the solutions for issues of compliance. This responsibility rests with the party interested in reusing the solution. 7. The index of solutions placed in the Exchange will be reviewed annually coincident with the anniversary of the launch (September). Council members will be asked to review and reconsider entries that have not been used to potentially replace them with a new entry. 8. The Solutions Exchange Committee will update the ground rules as necessary subject to the approval of the Executive Council.

Your Role is critical to The Solutions Exchange Add content that could be picked up and re- used by other agencies Visit TSE first when you are thinking about hiring a contractor for a generic activity Scan TSE on a regular basis to see if something has been posted that you could use in your agency Encourage your colleagues to do the same
